Sullins Dee Freeman Director Secretary November 4, 2009 Subject: Request for additional Information Phase 11 Post -Construction Stormwater Permit Application Stormwater Project No. SW6091005 Crosswinds Cumberland County Dear Mr. Keening: To obtain a permit to construct wet detention basins in North Carolina, each wet detention basin must meet all of the regulation -based Major Design Elements listed the State 13MP Manual. The Division of Water Quality received your Stormwater Management Permit Application for the subject project on October 27, 2009. A preliminary review of that information has determined that the application is not complete. The following information is needed to continue the stormwater review: l . , Application requires the legal signature (Corporation-VP/higher, Partnership -General Partner/higher, LLC-member/manager, or Registered Agent). A search of the Secretary of State records (see http://www.secretary.state.nc.us/corporations/CSearch.aspx) indicates the register Registered Agent is Richard M. Wiggins. 2. 1 have attached the calculations for the water quality treatment volumes for each of the drainage areas. The water quality treatment volumes are correct, however, it appears that the orifice size, three inch diameter, is adequate for the discharge rate for drainage area 1, but marginal for drainage area 2, and too large for drainage area 3. 3. Sheet 14A of 17 indicates a 2 inch orifice for basin 3 and the supplement form indicates a 3 inch orifice. 4. Sheet 14A of 17 references a draw down assembly detail. But the detail has not been provided. The orifice configuration provided must provide for adequate maintenance access. The SA/DA ratio provide for Basin 1 in the supplement form indicates 1.45. For the given BUA, 90% TSS removal and 3 foot minimum depth the ratio is 1.85. The "Area Required," is insufficient. Similarly for Basin 2, for given BUA, 85%TSS removal and 3 foot minimum depth the ratio is 1.92 not 1.05. The "Area Required," is insufficient. The SAIDA ratio provide for Basin 3 in the supplement form indicates 1.70. For the given BUA, 90% TSS removal and 3 foot minimum depth the ratio is 2.08. Basin number 3 indicates the area required, 20,426 R, is considerably more than 2,408 that I calculated given the DA and ratio. 6. DWQ requires wet detention basin discharges to be evenly distributed across a minimum 30 feet long vegetative filter strip unless it is designed to remove 90% TSS. The supplement form indicates at 85% was used fot Basin 2. A minimum 10-foot wide vegetated shelf shall be installed around the perimeter. The detail of the sediment/detention basin on Sheet 14A of 17 indicates a 6:1 slope with the Penn pool elevation at the lower elevation of the 6:1 slope. The elevation of the perm pool appears correct in the side view but the slopes (10:1 and 3:1) are not indicated. The pond shall be designed wit side slopes no steeper than 3:1. 8. Provide a detailed landscaping plan for vegetated shelf and the slopes of the wet pond. The planting plan must be prepared by a qualified design professional licensed in North Carolina. The landscaping plan should provide specifications for the selection of vegetation, its installation, and the post -installation care Please note that this request for additional information is in response to a preliminary review. The requested information should be received by this Office prior to December 15, 2009, or the application will be returned as incomplete. The return of a project will necessitate resubmittal of all required items, including the application fee. If you need additional time to submit the information, please mail or fax your request for a time extension to the Division at the address and fax number at the bottom of this letter. The request must indicate the date by which you expect to submit the required information. The Division is allowed 90 days from the receipt of a completed application to issue the permit. Please reference the State assigned project number SW6091005 on all correspondence. All original documents must be returned or new originals must be provided. The construction of any impervious surfaces, other than a construction entrance under an approved Sedimentation Erosion Control Plan, is a violation of NCGS 143-215.1 and is subject to enforcement action pursuant to NCGS 143-215.6A. The application was signed by Mr. John Koenig, who is listed in the most recent Annual Report to the North Carolina Secretary of State as Member/Manager of the applicant, KAS Developers, LLC. From you email of November 18th, I assume Mr. Koenig can sign the application. Item 2. 1 have revised the calculations and resized the orifice as needed. The corrected calculations and supplement forms are attached. Item 3. The table and supplement forms have been revised (see Item 2 above). Item 4 The detail of the drawdown assembly was inadvertently left off of the submitted drawings. The detail is included on the revised drawings. Item 5. From your email of November 18`h, I assume that the calculations methods for SA/DA ratios, depths and areas correct. Small volume errors were found on Basins 1 and 3. 1 have attached revised calculations and supplement forms. Item 6. As indicated in the revised narrative and on the revised supplement forms, the basins are all designed for 90% TSS removal, therefore no vegetated filter strip is required. Item 7. The detail has been revised to reflect the current slope and shelf requirements. Item 8. A detailed planting plan, with plant specifications, installation guidelines and maintenance has been added to the Basin Detail Sheet (14A). Attached are sealed and signed originals and copies of the design narrative, hydraulic calculations, supplement forms and revised plans.
