The North Carolina Division of Water Resources conducted an inspection of the Burgaw Collection
System on 6/23/2022. This inspection was conducted to verify that the facility is operating in
compliance with the conditions and limitations specified in Collection System Permit No. WQCS00150.
The findings and comments noted during this inspection are provided in the enclosed copy of the
inspection report entitled "Compliance Inspection Report". There were no significant issues or findings noted
during the inspection and therefore, a response to this inspection report is not required.

Inspection Summary:
A routine compliance inspection of the Town of Burgaw Collection System was conducted on June 23, 2022. The purpose of
the evaluation was to verify that the facility is operating in compliance with the conditions and limitations specified in
Collection System Permit WQCS00150. Alan Moore, ORC, and Matt Myslow, BORC, were present during the inspection.
The Town of Burgaw has 15 duplex lift stations and 2 major pump stations which are all monitored by SCADA. The Town's
flow is approximately 770,000 GPD and is pumped to the Town of Wallace WWTP from Pump Station #2 for treatment. The
Town is currently transitioning from Utility Cloud to a new utility asset management software, Cartegraph, which will allow
them to track and manage their system more efficiently. Other improvements include the upgrading of Pump Station #1 and
replacing the system's Orangeburg laterals. Money is budgeted yearly to address sewer manhole rehab and I&I. Seven lift
stations and one major pump station were inspected during this inspection.
The Town of Burgaw is compliant with the Collection System Permit WQCS00150. Please review the comment sections of

Comment: A large repair of a line bored into by a third party has been recently completed. I & I and
manhole rehab continues to be addressed with a $10,000 yearly budget.
Sewer and FOG Ordinances

FOG information on TV at Utility office where customers pay their bill. There are plans to put information on
the Town website and possibly at a booth during the annual Blueberry Festival.
Comment: Facilities with required grease traps are inspected if monthly cleaning records are not received
or if issues arise. Door hangers with FOG information are used in areas where there are FOG
issues. FOG information is included in the utility bill once a year. The last mailing was April 22,
2021.

Comment: The 10-year Town CIP was available for review. Money is budgeted yearly for manhole rehab
and I & I. Installation of bypass valves continues to be budgeted until they are installed at all lift
stations. Money from the Town CIP along with grant funds will be used to replace 60-80 year
old sewer pipes.

Comment: Pump stations are inspected weekly and documentation of inspection and any maintenance is
tracked on the utility asset management software. Pumps are pulled, cleaned and valves
checked at the 2 major pump stations every 3-4 months. All lift /pump stations have on -site
generators. Generators are tested weekly and routine maintenance is performed by staff on a
regular schedule. There are 6 high -priority lines that are inspected and documented in a log
every 6 months.

orders are generated by the management software and crews respond as soon as possible.

Comment: Right of ways are maintained twice a year, in April and August. The Town cleans and performs
CCTV inspections on approximately 3600-5000 feet of gravity sewer lines per month.
Documentation logs of both activities were reviewed.

Comment: All lift stations inspected were secured and 24-hour notification signs clearly posted. They were
well maintained and had operable generators on -site. The audio alarm for Lift Station #3 needs
to be repaired and the light bulb changed at Lift Station #16.
