During the site visit, the followingthings were observed: 1. All monitoring plots were installed, stem spacing within plots was consistent with the rest of the site, stem density was good except in areas noted in Item 2, planted stems were mostly healthy with good vigor, seeding across the site was good with only a few minor areas where seeding had yet to get established and the easement boundary was adequately marked. 2. Little to no planted stems were observed along top of bank to a width of 12'-15' in areas identified in ORANGE in the attached figure. Some areas were densely vegetated with weeds, which did make it slightly difficult to observe the areas in full. IRS has two options: 1) Perform sufficient rectangular transects running parallel to features in all areas where DWR staff did not observe planted stems and provide vegetation data to DWR in the Year 1 Monitoring Report to confirm stems are present or, 2) IRS must submit an Adaptive Management Plan with the Year 1 Monitoring Report committing to replant all these areas and provide supporting documentation, including photos showing planted stems, to document the replant. It is likely that only 1 maybe 2 rows of stems will need to be planted along these areas to meet stem density requirements where planted stems are not present. Due to the substantial areas affected, DWR will not issue a full credit release for Task 2. 3. Some plots did not have all stems flagged in the plots. IRS needs to make sure all stems are flagged in plots during the assessment of plots in Year 1. 4. No conservation easement placards were installed along the easement boundary. RS is to install easement placards along the entire easement boundary and provide photo documentation with the submittal of the AsBuilt Report.
