Dear Ms. Eckardt:
This correspondence is in reference to the Wildlands Yadkin Valley Umbrella
Mitigation Bank, Critcher Brothers Mitigation Site. The site includes unnamed tributaries
in the Yadkin River Basin, Cataloging Unit (03040101), and is located in Wilkes County,
North Carolina. The purpose of this letter is to transmit comments provided by the NC
Interagency Review Team (NCIRT) during the review of the annual monitoring report
(see attached) and to confirm the Year 1 credit release for this mitigation site.
Pursuant to the site's Umbrella Mitigation Banking Instrument and the site -specific
Mitigation Plan, the following mitigation credits shall be available for sale provided the
annual monitoring report demonstrates interim performance standards are being met:
• 10% of the total enhancement and/or restoration Stream Mitigation Units
(SMUs) associated with year 1 annual monitoring (2,009.54 Cool Water SMUs)
Based on a review of the data provided for the stream restoration and enhancement
on the site, we confirm that you have satisfied the above requirements, and 2,009.54
Cool Water SMUs are now available for sale. To date, 40% of the total restoration and
enhancement SMUs and 100% of the preservation SMUs (8,530.45 SMUs) have been
released for sale. Please note that this release includes an adjustment of credit totals
resulting from the conversion of 100 linear feet of preservation to enhancement II,
including necessary adjustments to previous releases and the new as -built total of
20,591.73 SMUs.
Please review the comments provided by the NCIRT during their review of the
monitoring report. While it is not necessary to provide a response to specific comments
at this time, please be sure to address the issues raised in future monitoring report
submittals.

SUBJECT: Action ID # SAW-2017-01913, NCIRT Review Comments on the Wildlands
Yadkin Valley Umbrella Mitigation Bank, Critcher Brothers Year 1 Monitoring Report
Erin Davis, NCDWR:
1. No site visit requested. DWR is ok with the proposed credit release.
2. Glad to read the culverts were retrofitted, stream repairs were completed,
invasives were treated, and encroachments were resolved. DWR appreciates the
early close attention to the easement boundary.
3. The bare and low stem density areas, while small, are a bit concerning. DWR
recommends re-evaluating supplemental planting after the MY2 veg survey and
visual site assessment.
4. All of the cross-section graphs/tables that drew yellow flags for me were
discussed in the stream assessment section, which helped put the data in
context and provide more info. Definitely please keep tracking these areas along
with the identified SPAs for any further changes.
5. The lack of bankfull events was a bit surprising. How often is data collected?
Would an onsite rain gauge help?
6. In addition to reporting the max. total days consecutive flow, it could be helpful to
include a column for overall total days flow (particularly for SG2).
7. DWR is ok with the discussed preservation to enhancement credit change on
Magnolia Trib.
8. Good photos.

1. Thank you for providing the info regarding the resolution to the easement
encroachments. Please continue to watch for further encroachments and provide
updated in future monitoring reports.
2. The bank scour noted on WFFC R4 in the area of concern photos is concerning
and may require action if it does not stabilize. Please continue to watch this area
closely.
3. Several of the cross -sections show some aggradation, which is not necessarily
concerning for MY1, but there is incision evident on cross-section 17 of more
than a foot. Additionally, cross-section 12 also shows notable lateral migration.
Please ensure these areas are watched and noted in future reports.
4. 1 appreciate the information/photos showing the removal of the culverts and
conversion to a ford crossing.

5. 1 concur with the adjustment of credit due to the additional work on Magnolia
Tributary, but in future a more thorough description of the associated activities
would be appreciated to help justify the change to a 2.5.1 Ell ratio.
