To: Stephen Lane, Cathy Brittingham
From: Michael Christenbury, Wilmington District Planner
Subject: Consistency Determination-NCDOT NC-24 living shoreline, Swansboro,
Onslow County
Date: June 22, 2022
Consistency Determination:
This project is consistent with the Swansboro Land Use Plan Update.
The applicant is proposing to construct 845 linear feet of living shoreline/offshore sill
within the White Oak River adjacent to the NC-24 Causeway, including filling the
channel adjacent to the north side of the causeway. The project is located in Swansboro,
Onslow County.
I have reviewed this proposal for consistency with the Swansboro Land Use Plan and
offer the following comments.
The general area of the project is classified as Traditional Town Center/Gateway
Corridor.
Waters at the project site are classified as SA; HQW and are not open to the harvesting of
shellfish. The area is not a Primary Nursery area. Areas of Environmental Concern are
EW, ES, CW and PTA.
Swansboro allows development in Traditional Town Center/Gateway Corridor classified
AECs, which is consistent with the State's minimum use standards. The Swansboro
Land Use Plan contains some policies, which exceed the State's minimum use standards.
However, none of these policies appear to be applicable to this project.
This project appears to be consistent with the Swansboro Land Use Plan Update.
