Mr. Boss,

The wastewater treatment plant was found to be in violation of the SOC for the month of May.
Upon review of the data, it was found that we were out of compliance for the daily DO. The day
of the violation, the Pigeon River basin received substantial amounts of heavy rain causing
flooding conditions in the area of the river where our outfall pipe is. This causes our outfall pipe
to back up to the chlorine contact basin. This reduces the cascade effect that raises the DO at the
