Good afternoon Siying—
We received notice this morning that the Albemarle city manager has signed the revised SOC. We will get the original
from them later this week, and we'll send it to you (email and hard copies).
So everyone is aware now, on the second page of the revised SOC, under Item 2.a, the date for "Begin Construction and
execute construction contract for Phase 3" is indicated as August 31, 2022.
We are fairly certain at this time that the City will not meet this date. The DWI reviewer, Adrian Eaton, has been taking
4-6 weeks to respond to relatively minor edits requested to the construction drawings. Note this is not Adrian's fault, he
and the other DWI staff have a lot on their plates currently. However, it has resulted in the construction document
review period taking roughly 2 months longer than we thought it would take when we submitted the revised SOC
application on March 31', 2022.
Is this something you would like to address now? Or later?
With multiple projects, at multiple stages, and the SOC modifications, it is impossible to track everything together with
certainty. DWI's review timeframes are not in the City's control. We check with Adrian on a regular basis for updates,
and he politely responds letting us know he will get to it when his workload allows.

Siying—we have received the draft SOC and recently forwarded it to Jay and Michael (city manager). We asked if they
would prefer the City Council to review and approve the document before signature. If that is the case, the next Council
meeting is July 11th, and we requested their consideration of the draft SOC as an agenda item.
We will keep you updated on Michael's and Jay's preferences regarding signature and Council's consideration.
