The Division of Water Resources (DWR) acknowledges receiving your written request (dated May 25 2017) to rescind previous permit NC0074454 in favor of discharge under General Permit Certificate of Coverage (COC) NCG590019. We forward this COC herewith pursuant to the requirements of North Carolina General Statute 143-215.1, the Memorandum of Agreement between North Carolina and the US Environmental Protection Agency (EPA) dated October 15, 2007 (or as subsequently amended). Your COC permit package includes: • A copy of the Certificate of Coverage for your discharge with Supplement • A copy of General Wastewater Discharge Permit NCG590000 • A copy of a Technical Bulletin for Wastewater Discharge General Permit NCG590000 ❖ This COC requires an annual maintenance fee of $100. NC 27699-1611 919.707.9000 Most importantly, the Supplement to COC page identifies the specific Effluent Limitations and Monitoring Requirements sheet applicable to your facility [see Section B. (1.) through B. (4.)]. Please note that you are required to notify the Division in writing of changes made to the water purification process, the wastewater treatment process, or your chemical usages at the facility. Such notifications shall be sent to the DWR/ NPDES Unit, 1617 Mail Service Center, Raleigh, NC 27699-1617. eDMR - Beginning on the effective date of this COC, federal regulations require electronic submittal of discharge monitoring reports (eDMRs) and specify that, if a Permittee does not comply, then permittees must submit eDMRs directly to the Environmental Protection Agency (EPA), effective on December 21, 2015. The permittee shall list its Certificate of Coverage number shown in the subject heading of this letter, as its NPDES Permit Number on the DMR (eDMR). Please see Section C in the general permit for more information on Electronic Reporting of Discharge Monitoring Reports and where to send the signed forms. The Permittee is expected to construct all wastewater treatment facilities necessary to provide adequate treatment to comply with State Water -Quality Standards and permit limitations set forth in this general permit. It is not necessary to obtain an Authorization to Construct from the Division for wastewater treatment systems at WTPs, per Session Law 2011-394 adopted on July 1, 2011. If any parts, measurement frequencies or sampling requirements contained in this general permit are unacceptable to you, you have the right to request an individual permit by submitting an individual permit application. Unless such demand is made, the certificate of coverage shall be final and binding. This COC is not transferable except after notice to the Division of Water Resources. The Division may modify, or revoke and reissue this COC. This COC does not affect your legal obligation to obtain other permits that may be required by the Division of Water Resources, the Division of Land Resources, the Coastal Area Management Act, or any other federal or local government. This WTP facility utilizes conventional wastewater -treatment technology [coagulation, flocculation, sedimentation, filtration and disinfection]. The Permittee draws raw water from Sandy Creek into a flash mixer where ferric acid/sodium hydroxide are added to adjust pH. Carbon and polymer are introduced at the flocculator prior to the sedimentation basin. Prior to filtration, the water is chlorinated, then after filtration, the Permittee again adds chlorine, caustic, and corrosion inhibitor. Treated water is stored in a 500K-gallon wet well. The Permittee backwashes the filters with finished drinking water treated with additives. Product flows to the clarifier where solids settle out and the supernate flows by gravity to the discharge outfall. Sludge is pumped from the clarifier by pump truck and hauled to a settling lagoon at the Town's WWTP. CORRESPONDENCE - ELGIBILITY FOR GENERAL PERMIT NCG590000 Based on its discharge record, Ramseur WTP qualifies technically for General Permit NCG59 [passed 83% of WET tests; passed last four (4)]. However, the Permittee has not responded to written or oral correspondence regarding their potential request to rescind the previous and reapply. NPDES emailed Mayor Danny Shaw on 20Jan enclosing an explanatory letter and a copy of NCG59 [cc Mark Gross (ORC), Julie Grzyb (NPDES) Sherri Knight (W-SRO)]. By 10Feb, the Permittee had not responded, so NPDES called Mayor Shaw directly to discuss. He had not read the letter, so NPDES emailed him second copies [letter and General permit]. He said he'd have to consult the Town Council. Considering no comment from the Permittee to date (76 days), NPDES will not rescind, but proceed with renewal of the existing permit in accord with current WTP strategies for conventional treatment. Fact Sheet — Renewal May2016 NPDES NC0074454 Page 1 of 2 COMPLINACE HISTORY The facility's compliance history is excellent; no NOVs. BIMS shows two TRC limit exceedences but at levels below the state compliance [50 µg/L]. The record also lists two monitoring -frequency violations in 2016 for flow and TRC, no action BPJ. PERMITTING STRATEGY The Permittee discharges at an instream waste concentration (IWC) of 5.7%. Chronic testing is required of all WTP discharges with IWC > 0.25%. Although the permit previously required Chronic WET -test TGA3B, renewal will update this test method to test -method TGP3B @ 90% [See section A. (2.)], in accord with the Water Treatment Plant Guidance (2009) for conventional WTP facilities (as amended in 2012). SUMMARY OF PROPOSED CHANGES The following will be incorporated for this renewal (per current WTP Strategy): • discontinued monitoring for Total Iron and Total Manganese • added permit limits for Total Aluminum (RP = Yes) • added monitoring for Total Fluoride • updated Chronic WET test from TGA3B to TGP3B, per WTP Guidance (2012). • updated Supplement to Cover Sheet • updated facility map • added monitoring for Total Hardness [effluent and upstream] to establish a database to evaluate the soluble metals required by EPA [see section A. (5.)]. We are pleased to inform you that your facility now qualifies for WTP General Permit NCG590000. You may prefer this General Permit because the monitoring requirements are generally less stringent than the individual NPDES permit; they are tailored specifically to WTP parameters of concern. In addition, renewal fees are $100/yr instead of $850/yr, and the renewal process is much simpler. While we renew General Permit NCG590000 every five years (including the required Public Notice), you may renew your Certificate of Coverage (COC) under this permit simply by completing a short renewal form. DWR will transmit your renewed COC and a copy of the updated NCG590000 at the same time. Please review the attached General Permit NCG590000 with regard to treatment processes, and decide if you wish to take advantage of this new permit. Note that Ramseur WTP utilizes conventional treatment technology [coagulation, flocculation, sedimentation, filtration] discharging to surface freshwater.
