Division personnel have reviewed and approved your application for renewal of the subject permit.
Accordingly, we are forwarding the attached NPDES discharge permit. This permit is issued pursuant to the
requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North
Carolina and the U.S. Environmental Protection Agency dated October 15, 2007 (or as subsequently amended).
Per your letter request of February 10, 2010, this final permit contains the following changes from the Draft
permit mailed to you on February 3, 2010.
1. The Quarterly Chronic Whole Effluent Toxicity monitoring at 90% IWC has been changed to Quarterly Acute Toxicity at 90%
IWC.
2. The .050 GPD plant description in the "Supplement to Permit Sheet" has been changed to read "Continue to operate a 2.5
MGD conventional water treatment plant..."
If any parts, measurement frequencies or sampling requirements contained in this permit are unacceptable to
you, you have the right to an adjudicatory hearing upon written request within thirty (30) days following receipt of this
letter. This request must be in the form of a written petition, conforming to Chapter 150E of the North Carolina
General Statutes, and filed with the Office of Administrative Hearings (6714 Mail Service Center, Raleigh, North
Carolina 27699-6714). Unless such demand is made, this decision shall be final and binding.
Please note that this permit is not transferable except after notice to the Division. The Division may require
modification or revocation and reissuance of the permit. This permit does not affect the legal requirements to obtain
other permits which may be required by the Division of Water Quality or permits required by the Division of Land
Resources, the Coastal Area Management Act or any other Federal or Local governmental permit that may be

Granite Falls WTP

Caldwell County
to receiving waters designated as Lake Rhodhiss (the Catawba River) in the Catawba River
Basin
in accordance with effluent limitations, monitoring requirements, and other conditions set
forth in Parts I, II, III and IV hereof.
This permit shall become effective May 1, 2010.
This permit and authorization to discharge shall expire at midnight on February 28, 2015.

SUPPLEMENT TO PERMIT COVER SHEET
All previous NPDES Permits issued to this facility, whether for operation or discharge are hereby
revoked. As of this permit issuance, any previously issued permit bearing this number is no longer
effective. Therefore, the exclusive authority to operate and discharge from this facility arises under
the permit conditions, requirements, terms, and provisions included herein.
The Town of Granite Falls is hereby authorized to:
1. Continue to operate a 2.5 MGD conventional drinking water treatment plant treating
surface water utilizing two (2) raw water intakes from Lake Rhodhiss (Catawba River) with
a discharge of filter -backwash wastewater. The facility consists of the following
components:
a) Primary pump station with two (2)1,800 gpm pumps
b) Backup.pump station with two (2)1,100 gpm pumps
c) Flash mixer (10 x 10 x 12)
d} Flocculators (3) 16 x 16)
e) Sedimentation basins six (6)
f) Clear wells (3) 30,000 — 200,000 — 500,000 gallons prior to distribution system
g) Alum Sludge facility (250,000 gallons)
h) Sludge land application
i) Polishing filter (6 x 60)
j) Discharge to Lake Rhodhiss
2. This facility is located at the Granite Falls WTP, 100 Lakeside Avenue, Granite Falls in
Caldwell County.
3. Discharge from said treatment works at the location specified on the attached map into
Lake Rhodhiss (Catawba River), classified WS-IV & B CA waters in the Catawba River
Basin.

1. The Division shall consider all effluent TRC values reported below 50 ug/L to be in compliance with the
permit. However, the Permittee shall continue to record and submit all values reported by a North Carolina
certified laboratory (including field certified), even if these values fall below 50 ug/L.
2. Parameters should be monitored in conjunction with toxicity test.
3. See Attachment A (2.).
All samples collected should be from a representative discharge event.
There shall be no discharge of floating solids or visible foam in other than trace
amounts.

A. (2). ACUTE TOXICITY MONITORING (QUARTERLY)
The permittee shall conduct acute toxicity tests on a quarterly basis using protocols defined in the
North Carolina Procedure Document entitled "Pass/Fail Methodology for determining Acute Toxicity
in s Single Effluent Concentration" (Revised -July, 1992 or subsequent versions). The monitoring shall
be performed as a Fathead Minnow (Pimephales promelas) 24 hour static test. The effluent
concentration at which there may be at no time significant acute mortality is 90% (defined as treatment
two in the procedure document). Effluent samples for self -monitoring purposes must be obtained
during representative effluent discharge below all waste treatment. The tests will be performed during
the months of January, April, July and October.
The parameter code for Pimephales promelas is TGE6C. All toxicity testing results required as part of
this permit condition will be entered on the Effluent Discharge Form (MR-1) for the month in which it
was performed, using the appropriate parameter code. Additionally, DWQ Form AT-2 (original) is to
be sent to the following address:

Completed Aquatic Toxicity Test Forms shall be filed with the Environmental Sciences Section no
later than 30 days after the end of the reporting period for which the report is made.
Test data shall be complete and accurate and include all supporting chemical/physical measurements
performed in association with the toxicity tests, as well as all dose/response data. Total residual
chlorine of the effluent toxicity sample must be measured and reported if chlorine is employed for
disinfection of the waste stream.
Should there be no discharge of flow from the facility during any month, the pennittee will complete
the information located at the top of the aquatic toxicity (AT) test form indicating the facility name,
permit number, pipe number, county, and the month/year of the report with the notation of "No Flow"
in the comment area of the form. The report shall be submitted to the Environmental Sciences Section
at the address cited above.
Should any test data from either these monitoring requirements or tests performed by the North
Carolina Division of Water Quality indicate potential impacts to the receiving stream, this permit may
be re -opened and modified to include alternate monitoring requirements or limits.
If the Permittee monitors any pollutant more frequently than required by this permit, the results of such
monitoring shall be included in the calculation & reporting of the data submitted on the DMR & all AT
Form submitted.
NOTE: Failure to achieve test conditions as specified in the cited document, such as minimum control
organism survival and appropriate environmental controls, shall constitute an invalid test and will
require immediate follow-up testing to be completed no later than the last day of the month following
the month of the initial monitoring.

Toxicity Modification Request
After a careful review of draft NPDES permit NC0082546 for the Town of Granite Falls Water
Treatment Plant Alum Sludge Facility the following comments and/or requests are submitted for your
consideration.
Comment: Supplement to cover sheet item 1. Correction of rated capacity.
The Town of Granite Falls operates a 2,500,000 GPD conventional water treatment plant.
(Replace 50,000 GPD with 2,500,000 GPD)
Request: Change in proposed monitoring requirement from chronic toxicity to acute toxicity.
The basis of this request is due to the nature of this discharge. The discharge occurs on
different days and times depending on the operational characteristics of the water treatment
plant. Chronic toxicity is usually based on a 24 hour composite sampling procedure with two
sampling events during a weekly period. Discharge flow from the water treatment does not
occur continuously or on a daily basis. At best chronic toxicity sampling would be a grab
sample with a partially created flow.
To gain a more representative sampling of the subject wastewater discharge the Town of
Granite Falls would like to request that whole effluent toxicity monitoring TGP3B (chronic)
be changed to 24 hour acute toxicity testing. The Town of Granite Falls would also like to
request that the 24 hour acute monitoring be incorporated in the final NPDES renewal for this
facility.

Summary: The Town of Granite Falls submitted a permit renewal application on June 2, 2009. They operate
a conventional water treatment plant with a potable design flow of 2.5 MGD and an average backwash reject
flow of .050 MGD. Recent (10-14-09) Water Treatment Plant Strategies will be utilized during issuance of this
permit renewal.
Treatment processes and wastewater description: Chlorination, Alum Flocculation, Potassium
Permanganate or Carbon Addition, Polymer Addition and sedimentation. Backwash water from the water
treatment filtration process plus alum sludge water from the water treatment sedimentation basins.
Wastewaters enter the alum sludge holding tank. The wastewater waters are allowed to settle and the clear
supernaught is decanted and discharge on to a sand filter bed. The wastewaters are coarse sans filtered and
discharged to Lake Rhodhiss (Catawba River).
Monitoring Data Review:
DMR - DMRs were reviewed for the period of March 2005 to June 2009. The average flow for this period was
0.0478 MGD, Monthly TSS averaged = 1.102 mg/L and Daily Max = 1.34 mg/L. All parameters were within
permit limits.
Instream sampling: The permit has a Turbidity —Upstream/Downstream sampling requirement indicating the
discharge cannot cause turbidity in the receiving stream to exceed 25 NTU. Review of DMR data shows no
instances of exceeding the 25 NTU. This sampling requirement will be deleted from the permit during this
renewal cycle and replaced with Effluent monitoring only.
Effluent Toxicity: Pursuant to Water Treatment Plant Strategy, this facility will be required to perform
Quarterly sampling (Monitoring only) at a 90 % concentration.

and dischaged into Lake Rhodhiss.

1. All alum sludge is held and thickened in the alum sludge holding tank.
2. When the thickened sludge reaches the desired level the sludge is pumped into tanker
trucks and transported to permitted area farm land.
3. The alum sludge is unloaded and applied along with wastewater bio-solids by a Sludge
Management Bio-solids Application company to area farm land under the provisions of
of Land Application Permit Number WQ0001618
4. The application frequency is typically one (1) event per year with an estimated amount of
200,000 gallons.
