April 24, 1987 NPDES STAFF REPORT AND RECOMMENDATIONS DAVIDSON COUNTY NPDES Permit No. NC0070033 PART I - GENERAL INFORMATION 1. Facility and Address: (Quail Run Mobile Home Pa , Route% 10, Box 275, Hickory Tr6o Road, WIltstarr=S . . 27107 2. Date of Investigation: April 23, 1987 3. Report Prepared By: Michael M. Mickey, Environmental Tech IV 4. Persons Contacted and Telephone Number: Mrs. Michele Cox (P.O. Box 631, Stanleytown, VA 24168 703/629-8998), Mr. Thomas E. Freeman, Wm. F. Freeman Associates (919)668-2787 5. Directions to Site: From Winston-Salem proceed South on Highway 150. After crossing into Davidson County turn left onto Hickory Tree Road and travel 0.2 mile and turn right onto the first paved road. Quail Run MHP is located 0.1 mile on the left. 6. Discharge Point - Latitude: 35°59'll" Longitude: 80°15'57" Attach a USGS Map Extract and indicate treatment plant site and discharge point on map. USGS Quad No. D17NE or USGS Quad Name - Welcome 7. Size (land available for expansion and upgrading): Adequate land available for expansion and upgrading 8. Topography (relationship to flood plain included): The WWTP will be located adjacent to but out of the floodplain 9. Location of nearest dwelling: The WWTP will be surrounded by mobile homes. There are no dwellings within a 1000 ft. of the discharge point. 10. Receiving stream or affected surface waters: Miller Creek a. Classification: C, b. River Basin and Subbasin No.: YAD-04 c. Describe receiving stream features and pertinent downstream uses: The discharge point into Miller Creek would be located in pasture land below a large subdivision. PLOTTE PART II - DESCRIPTION OF DISCHARGE AND TREATMENT WORKS 1. Type of wastewater: 100% Domestic a. Volume of Wastewater: 0.017 MGD b. Types and quantities of industrial wastewater: None c. Prevalent toxic constituents in wastewater: d. Pretreatment Program (POTWs only) 2. Production rates (industrial discharges only) in pounds a. highest month in the last 12 months b. Highest year in last 5 years 3. Description of industrial process (for industries only) and applicable CFR Part and Subpart: Type of Treatment (Specify whether proposed or existing): 4' The proposed system would consist of the following: four existing septic tanks, 17,000 gallon dosing/recirculation tak, two 25' x 85' surface sandfilters for a total of 4250 ft , a sanuril chlorinator, chlorine contact basin, wet well and pump and force main to Miller Creek. 5. Sludge handling and disposal scheme: removed by local septic tank trucks Treatment plant classification: Wastewater codes - 08 SIC Codes - 6515 6. PART III - OTHER PERTINENT INFORMATION Solids will be 1. Is this facility being constructed with Construction Grants Funds (municipals only)? 2. Special monitoring requests: None 3. Additional effluent limits requests: None 4. Other: PART IV - EVALUATION AND RECOMMENDATIONS WSRO recommends issuance of NPDES Permit No. NC0070033 to Mr. Fred P. Cox for discharge from Quail Run MHP. Please note that WSRO has some reservations concerning the high hydraulic loading rite on the sandfilter. At the design 17,000 GPD for the 4250 ft sandfilter with a 6:1 recirculation ratio, the sandfilter could receive 24 GPD/ft2. This loading rate would promote algae growth, solids buildup and shorten the effective life of the filter beds. At present the MHP has 44 occupied trailers. Upon issuance of the permit the owners hope to increase the occupancy of the park, up to a maximum of 70 trailers. The effluent discharge line will consist of approximately 100 yards of force main to the main gravel road west of the park site. From there the effluent will flow by gravity some 300 yards to Miller Creek. The gravity line is not located on the MHP property and an easement from the single landowner will be necessary. lC CI S i1i Signature of Report Prepjrer Water Quality Regional upervisor 'tJ • yP it\ 11 7.5 MINUTE SERIES (TOPOGRAPHIC) 17'30" 564 1 620000 FEET 565 - 566 1'WlNSTUN-SASEM7 M!. 80e 1 J' 36°00' • Sch: 0.k96PA \\‘)41‘ ‘k\f\; \t;' Q. \\O Mt Q M k'• i•5 el`%N.
