Dear Mr. Moorefield:
Division personnel have reviewed and approved your application for renewal of the subject permit. Accordingly, we are
forwarding the attached NPDES discharge permit. This permit is issued pursuant to the requirements of North Carolina General
Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the U.S. Environmental Protection Agency
dated May 9, 1994 (or as subsequently amended). The limits and requirements in this permit will take effect on July 1, 2001.
Please be aware that Reedy Fork Creek is listed as an impaired stream on North Carolina's 303(d) list. This means that the
stream does not meet all water quality standards. The Division is working toward the improvement of water quality in Reedy
Fork Creek. If the Division's current initiatives do not result in improved water quality, removal of discharges to Reedy Fork
Creek may be necessary for the health of the stream. Although the Division believes major discharges and urban runoff are the
primary causes of degradation to Reedy Fork Creek, we will continue to monitor compliance at your facility. If noncompliance
with your permit's effluent limits is shown to be a direct cause of stream degradation, the Division will recommend removal of
your facility's discharge.
If any parts, measurement frequencies or sampling requirements contained in this permit are unacceptable to you, you have
the right to an adjudicatory hearing upon written request within thirty (30) days following receipt of this letter. This request must
be in the form of a written petition, conforming to Chapter 150B of the North Carolina General Statutes, and filed with the
Office of Administrative Hearings (6714 Mail Service Center, Raleigh, North Carolina 27699-6714). Unless such demand is
made, this decision shall be final and binding.
Please note that this permit is not transferable except after notice to the Division. The Division may require modification or
revocation and reissuance of the permit. This permit does not affect the legal requirements to obtain other permits which may be
required by the Division of Water Quality or permits required by the Division of Land Resources, the Coastal Area Management
Act or any other Federal or Local governmental permit that may be required.

SLUDGE HANDLING AND DISPOSAL DESCRIPTION
• FACILITY DESCRIPTION
The permitted facility is a drinking water plant that produces an average of
24 MGD of potable water (maximum design capacity is 30 MGD). The
discharge permit is for discharge of overflow, clarified filter backwash, and
process sampling water to an onsite sludge holding and settling lagoon.
• PROCESS DESCRIPTION
Filter backwash and process sampling water (no sanitary wastewater) is
discharged periodically to an onsite sludge holding and settling lagoon.
As this process water flows through the lagoon solids consisting primarily
of aluminum hydroxide sludge and filtered solids from the water treatment
process settle to the bottom and collect. The clarified supernate is
discharged to the receiving creek (Reedy Fork Creek) below the Townsend
Dam.
• SLUDGE HANDLING
The sludge solids accumulate in the lagoon and are removed by a dredging
operation at approximately 18 month intervals. There is no additional
onsite handling or treatment.

Dear Mr. Williams:
The Division is beginning the cycle of permit renewals for the Cape Fear river basin. An examination of the Cape
Fear basin plan and the NPDES permit schedule has revealed that the existing expiration dates in Cape Fear NPDES
permits do not coincide with the revised permit expiration dates for the basin. This discrepancy could create unnecessary
delays in the processing of over 200 permit renewals. Accordingly, the Division is changing the permit expiration dates for
NPDES permits in the Cape Fear river basin.
This permit modification changes the expiration date of the subject permit in subbasin 30602 to June 30, 2001. Please
find enclosed the revised permit cover page. Insert the new cover page into your permit and discard the old page. All
other terms and conditions contained in the original permit remain unchanged and in full effect. This permit modification
is issued under the requirements of North Carolina General Statutes 143-215.1 and the Memorandum of Agreement
between North Carolina and the U. S. Environmental Protection Agency.
In accordance with the modification of the permit expiration date, the new due date for your renewal application is
January 1, 2001. Renewal application forms will be sent to you approximately 6-8 weeks in advance of the new due date
or you may download the forms from the NPDES web site at http://h2o.enr.state.nc.us/NPDES/documents.html.
You will need to download Short form C. If you have already submitted a permit renewal form, there is no need to
submit any other forms to the Division; the application will be processed during the renewal period for your subbasin.
If any part of this permit modification are unacceptable to you, you have the right to an adjudicatory hearing upon

approved your request. This permit modification allows for the temporary relocation of outfall 001 to a
point above the Lake Townsend Dam. This modification will remain in effect until the severe water
shortage in the Greensboro area has been alleviated. At that time, the outfall will be returned to its
original location below the Lake Townsend Dam.
All other terms and conditions contained in the original permit remain unchanged and in full
effect. This permit modification is issued under the requirements of North Carolina General Statutes

Dear Mr. Goodrich:
Thank you for granting the City of Greensboro's request that our Class "C" Washwater and
Wastewater Discharge NPDES Permit No. 008171 be administratively modified to
accommodate our emergency needs. We have moved the discharge point for wash water
and plant process water from a point downstream of the Lake Townsend dam to the
upstream side into Lake Townsend.
The pipe was carried out as far as possible into Lake Townsend from the raw water intake

We estimate that approximately .50 MGD of wash water and process water will be sent to
the lake each day. We have included a copy of our most recent NPDES discharge report for
your information. After our water shortage crisis has passed, the City of Greensboro will
move the discharge point back to its original point downstream of the Lake Townsend Dam.
We will notify your office when the change over occurs.
Please find enclosed a check for $100.00 to satisfy the permit modification fee. We

The City of Greensboro - Water Resources Department is requesting to discharge the wash
water and pksnt process water into the actual Lake Townsend body of water above the raw
water intake,
tts you know, the City of Greensboro is currently in a water shortage crisis and the City of
Greensboro City Council enacted mandatory water conservation Last weelt. Our three reservoirs
are currently at about 52 /0 opacity and are dropping at about 2°Yo per week With a forecast of
below normal rainfall.
The City of Greensboro Is requesting that our Class "C" Washwater and Wastewater Discharge
NPDES Permit No. 0081671 be administratively modified to accommodate our emergency
needs. We propose to move the discharge point for wash water isnrd plat process water from
a point downstream of the Lake Townsend Dam to the upstream side into take Townsend.
This would be far enough out into Lake Townsend away from the raw water intake to ensure
safe dilution and prevent short-circuiting.
i he sludge basin discharge would continue being dibcharged into the sludge holding lagoon for
containment.
Particle counters are in place and operating in the Lake Townsend Plant operation and would be
used to sareguard any water quality problems. The pipe would be carried out as faros passible
into the lake ib',etf.
Your immediate attention to this matter is needed so that we can have out system switched
over as soon as possible. The piping system will be installed by the att,' of tareensboro and
should take only a few slays to install.
Our phone conversations with you and Steve Mauney indicated that this should not be a
problem putting Into place, Your assistance In getting the NPDES permit modified is of great
importance.
