Quail Run MHP WWTP

Dear Mr. Cox:
The Division has reviewed the request to reduce the frequency of effluent temperature monitoring
made by your representative (Ms Carolyn Caldwell). The Division has no objection to your request, thanks
to your facility's compliance history. This modification is issued pursuant to the requirements of North
Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the
U.S. Environmental Protection Agency dated October 15, 2007 (or as subsequently amended).
This modified permit includes the following changes from your current permit:
> The permit effluent limitations and monitoring requirements page has been revised to show
Weekly [instead of Daily] temperature monitoring at the effluent.
If any parts; measurement frequencies or sampling requirements contained in this modification are
unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty (30)
days following receipt of this letter. This request must be in the form of a written petition, conforming to
Chapter 150B of the North Carolina General Statutes, and filed with the Office of Administrative Hearings
(6714 Mail Service Center, Raleigh, North Carolina 27699-6714). Unless such demand is made, this
decision shall be final and binding.
This permit is not transferable except after notice to the Division. The Division may require
modification or revocation and reissuance of the permit. This permit does not affect the legal requirements
to obtain other permits which may be required by the Division or permits required by the Division of Land
Resources, the Coastal Area Management Act or any other Federal or Local governmental permit that may
be required.

A. (1) EFFLUENT LIMITATIONS AND MONITORING REQUIREMENTS
Beginning on the effective date of this permit and lasting until permit expiration, the Permittee is
authorized to discharge from Outfall 001. Such discharges shall be limited and monitored by the Permittee

AMOUNTS.

I don't see a problem with it. The compliance record over the last 5 plus years has been great. You could compromise
and go with twice weekly since they have to do that for other at least one other parameter, if I recall without looking at
the file.
The aging ORC wants to retire and is finding it difficult to find someone to care for such a simple system requiring daily
visits, just for temperature at that. I say reduce it to once or twice weekly.

Oh. That's what I get for listening to the ORC. I didn't have copies of the older permits like I did for the other facility
(same ORC). I'll have to poke him the ribs for trying to pull one over on me. Brat! He is in his 80's, and the owner is
close to it too... I doubt they'll care enough to request a modification. Thanks anyway.

Jenifer — Quail Run has been required to do Dail' effluent temperature monitoring since the 1999 permit. The
requirement appears in the 1999, 2004 and 2009 permits.
They can request a mod to have it removed....

Charles,
I was noticing on Quail Run's permit (NC0070033) that Temperature monitoring went from weekly to daily during the
last permit renewal. I didn't notice it since it was not mentioned as a change in the draft letter. Could it be a mistake?
It seems a little odd to require daily temp readings for a sandfilter system. There are no other daily monitoring
requirements.
