Staff Report Region recommends reissuance since reality of situation is that no discharge has taken place since construction, (1984-85) and discharge pipe could not be moved the 150 - 200' to the mainstem w/out undue burden. Other Special Items: Page 3 PART IV - EVALUATION AND RECOMMENDATIONS There is no change in the operation or use of this wastewater treatment facility or its discharge circumstances since previous staff report recommending reissuance of NPDES Permit Number NC0060283. Comments and recommendations contained therein are reproduced below. The discharge from this existing facility is designed to enter a UT to Smith Mill Creek which shows a zero 7Q10. The main stream is located approximately 150-200 feet from the discharge point on the opposite side of paved NCSR 1338. The access route to the main stream (other side of the road) is not owned by the mobile home park. A requirement to extend this outfall line to the main stream may meet with easement problems which would prevent compliance with the requirement. It is important to note here that this facility has not discharged since construction (1984-85). Also, no WQ or odor problems have been noticed or reported to occur in this area as result of this system. Considering that this facility has not discharged to surface waters since construction, it is recommended that the permit be reissued with discharge to the UT to Smith Mill Creek as requested.
