In response to your request, the subject NPDES permit has been modified to reflect the following: • The Total Residual Chlorine limit takes effect on March 1, 2008, as indicated within section A.(1.) of the permit. Until the limit becomes effective, you are still required to monitor and report the data as required by the subject NPDES permit. Accordingly, we are forwarding herewith the attached modified NPDES permit. Please insert the attached permit pages into your permit and discard the old ones. This permit modification is issued pursuant to the requirements of North Carolina General Statute 143- 215.1 and the Memorandum of Agreement between North Carolina and the U.S. EPA dated May 9, 1994 (or as subsequently amended). The TRC limit will become effective March 1, 2008. 2. The discharge from this facility shall not cause turbidity in the receiving stream to exceed 25 NTU. If the instream turbidity exceeds 25 NTU due to natural background conditions, the discharge cannot cause turbidity to increase in the receiving stream. This permit includes a TRC effluent limit of 17 µg/1 that is scheduled to take effect on November 1, 2007. The County is currently in the design phase of a project that will expand the capacity of the plant from 3.0 to 6.0 million gallons per day (MGD). As a result, we have been considering the possibility of including the construction of the new dechlorination facility as part of the plant expansion project. Due to recent delays in the schedule for completing construction of the expansion, the County has elected to proceed with the installation of the new dechlorination facilities prior to constructing the plant expansion. Plans have been completed for the new dechlorination system and a Fast Track Application has been submitted to NCDWQ for review and approval. Once the Division issues an Authorization To Construct, the County is planning to proceed with construction of the new facilities. In order to provide adequate time to construct, test, and operate the new facilities, the County hereby respectfully requests that the effective date for the TRC effluent limit be extended by four (4) months to March 1, 2008. The facility discharges into/ New Hope River Arm of B. Everett Jordan Lake/. I have also updated the facility address info to reflect /Apex/ as the City (fyi - the wrong zip code caused the incorrect city to be reflected in BIMS). All should be correct now. According to BIMS the plant is at 290 Beaver Creek Road in Pleasant Garden. The utility director indicated the address is actually in Apex. Would you please let me know which is correct? Also, the name of the receiving stream in BIMS is Camp New Hope Lake. Since the plant is on Jordan Lake wouldn't the receiving stream be Jordan Lake? I appreciate your help in resolving this matter. I did an inspection in April and they were compliant. I also looked at what they have been reporting for TRC and they have reduced the amount in the past few months without de-chlor, therefore they are aware of the situation.
