Accordingly, we are forwarding the attached final NPDES discharge permit. This permit is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the U.S. Environmental Protection Agency dated May 9, 1994 (or as subsequently amended). If any parts, measurement frequencies or sampling requirements contained in this permit are unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty (30) days following receipt of this letter. This request must be in the form of a written petition, conforming to Chapter 150B of the North Carolina General Statutes, and filed with the Office of Administrative Hearings (6714 Mail Service Center, Raleigh, North Carolina 27699- 6714). Unless such demand is made, this permit shall be final and binding. Please take notice that this permit is not transferable. This permit does not affect the legal requirements to obtain other permits which may be required by the Division of Water Quality or permits required by the Division of Land Resources, Coastal Area Management Act, or any other Federal or Local governmental permits which may be required. FWPS DISTRIBUTION 5Y5TEM W 0< Q-w ZU J U) OC, NOS wags !VIA DC tac AS SWM • CHATHAM COUNTY UTILITIES JORDAN LAKE WTP NPDES PERMIT # NC0084093 "SLUDGE DISPOSAL PLAN" The Jordan Lake WTP is a surface water treatment plant using "Super -Pulsator" technology and including coagulation, sedimentation, and filtration with a permitted capacity of 3.0 MGD. Alum Sludge is generated in the treatment process and is discharged periodically into the sludge lagoon during the backwashing of the filters. The sludge lagoon decant is then discharged into Jordan Lake. Sludge removal is performed periodically as the settled sludge level rises in the lagoon or when the discharge consitituents are above the permit limits for Total Suspended Residues, Settleable Solids or when the concentration of Aluminum exceed allowable limits. In January of 2005 Chatham County completed a lagoon dredging project that removed all sludge within six -inches of the bottom of the lagoon. This sludge was pumped from the lagoon to a portable belt press and hauled to a permitted landfill or discharge site. It is Chatham County's intent to continue a regular sludge disposal program in the futurethat will consist of pumping the sludge from the lagoon. The occurrence of this will be on a minimum of a two-year basis unless the levels in the lagoon indicate otherwise.
