Accordingly, we are forwarding the attached NPDES discharge permit. This permit is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the U.S. Environmental Protection Agency dated May 9, 1994 (or as subsequently amended). If any parts, measurement frequencies or sampling requirements contained in this permit are unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty (30) days following receipt of this letter. This request must be in the form of a written petition, conforming to Chapter 150B of the North Carolina General Statutes, and filed with the Office of Administrative Hearings (6714 Mail Service Center, Raleigh, North Carolina 27699-6714). Unless such demand is made, this decision shall be final and binding. Please note that this permit is not transferable except after notice to the Division. Mackintosh, Jr. WTP Process Description for NPDES Permit Application No. NC 0083828 The J. D. Mackintosh, Jr. Water Treatment Plant is a conventional water treatment plant originally constructed in 1981. The plant was expanded in 1993 when the dam was constructed to create Lake Mackintosh. Located on the shores of Lake Mackintosh at 3400 Harris Road, Burlington, this plant can treat up to 18 million gallons per day. The water treatment process consists of coagulation, flocculation, settling, filtration, chemical addition, disinfection, and pumping. The plant produces wastewater from draining and cleaning the settling basins, and backwashing the filters. These wastewaters have associated solids that have been chemically treated with aluminum sulfate for coagulation. The filter backwash water can have a chlorine residual resulting from disinfection of the filters and use of fmished water during the backwash procedure. Both the wastewater generated from cleaning the settling basins and the filter backwash water flow to settling lagoons to separate the solids from the liquid. There is no sanitary waste included in this wastewater. Pumps located at the lagoon are used to remove the water from the lagoon. The lagoon supernatant is the liquid discharged to Great Alamance Creek behind the Lake Mackintosh dam, and the subject of this NPDES permit application. There are two means of monitoring the amount of water discharged. There is a flow meter that can be compared against the pump run times to verify the volumes discharged. Maintenance on the meter and the pumps is part of our regular preventive maintenance program. J. D. Mackintosh, Jr. WTP, 3400 Harris Rd., Burlington, NC NPDES No. NC0083828 J. D. Mackintosh, Jr. WTP Sludge Management Plan for NPDES Permit Application No. NC 0083828 The J. D. Mackintosh, Jr. WTP is a conventional water treatment plant consisting of coagulation, flocculation, settling, filtration, disinfection, and pumping. There is no sanitary waste included in this wastewater. The lagoon supernatant liquid is the liquid discharged to Great Alamance Creek and subject to this NPDES permit application. Our method of disposal of the water treatment plant sludge satisfies the requirements of the 40 CFR 503 biosolids regulations and the 40 CFR 257 solid waste disposal regulations. The treatment plant participates in a land application sludge management program under non -discharge permit number WQ0000520 issued by NCDENR/DWQ to the City of Burlington. The sludge management program includes disposal of the water plant sludge (approximately 4,556,500 gallons in 1999) on participating farmland. The treatment plant settling lagoons thicken the sludge by gravity. Thickened sludge can be combined with wastewater plant biosolids for land application, or applied directly to farmland. Our practice is to top dress the water plant sludge with either nitrogen fertilizer, potassium, or biosolids to improve the nutrient value to the farmer. The City has permitted over 2700 acres for the sludge management program. The City contracts with a biosolids management company to perform the site applications and assist with record keeping and reporting. Annual reports are submitted to the USEPA and the NCDENR J. D. An examination of the Cape Fear basin plan and the NPDES permit schedule has revealed that the existing expiration dates in Cape Fear NPDES permits do not coincide with the revised permit expiration dates for the basin. This discrepancy could create unnecessary delays in the processing of over 200 permit renewals. Accordingly, the Division is changing the permit expiration dates for NPDES permits in the Cape Fear river basin. This permit modification changes the expiration date of the subject permit in subbasin 30603 to June 30, 2001. Please find enclosed the revised permit cover page. Insert the new cover page into your permit and discard the old page. All other terms and conditions contained in the original permit remain unchanged and in full effect. This permit modification is issued under the requirements of North Carolina General Statutes 143-215.1 and the Memorandum of Agreement between North Carolina and the U. S. Environmental Protection Agency. In accordance with the modification of the permit expiration date, the new due date for your renewal application is January 1, 2001. Renewal application forms will be sent to you approximately 6-8 weeks in advance of the new due date or you may download the forms from the NPDES web site at http://h2o.enr.state.nc.us/NPDES/documents.html. You will need to download Short form C. If you have already submitted a permit renewal form, there is no need to submit any other forms to the Division; the application will be processed during the renewal period for your subbasin. If any part of this permit modification are unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty (30) days following receipt of this letter.
