Lafayette Landing Apartments and Villas Dear Mr. Thompson: In accordance with the State of North Carolina's Rule 15A NCAC 02B.0250- Randleman Lake Water Supply Watershed, Protection and Maintenance of Riparian Areas, any applicant that intends to disturb Zone 1 and Zone 2 of the stream buffer must show that there is "No Practical Alternative" than to impact the stream buffer. The applicant submitted a "No Practical Alternative Request" on June 20, 2014 stating that the stream buffer disturbances in Zone 1 and Zone 2 were necessary for the construction of stream crossings to access the site, for a sanitary sewer crossing and for the biocell outlets for the 7 stormwater controls and energy dissipaters for the site. The City of Greensboro determined that the permanent impact of 22,544 square feet in Zone 1 and 13,980 square feet in Zone 2 of the Randleman Watersupply Watershed stream buffer were necessary for the installation of two new access roads (Light Horse Lane, General Authors Lane), the upgrade of Ruffin Road, a sanitary sewer connection for the site, energy dissipators and the permanently lined channels from the exit pipes at the biocell to the receiving stream. In addition, the applicant should secure any other required federal, state, and local certifications before the project proceeds. Care will be taken to keep clearing and excavation of the stream banks ,and bed to a minimum. Stablilize ,ail dlstrubed areas subject to flowing water with rip rap ,below the stream bed. Upon completion of crossing, fill, compact,,ond stdillze the slopes properly. Remove any in stream sediment control measures. IF not able to install crossing in 'the dry: Then they must be installed with the use of Goffer /Sand bag Dams. The dams will be installed above and below, the culvert installations. Pumps will be used to Install culvert In the dry and divert stream through and away From the crossing installation. 511t fencing will be used, parallel to the crossing to prevent down stream impacts. The installation of culvert will' not proceed until the Flow has been diverted. Upon .completion of, the culvert, divert flow to the permanent culverts, install sediment fencing above the inlet "s and outlet, install outlet protection, fill, compact and stabilize a_ ny part of the stream that is unstable appropriately. The temporary coffer dams shall remain intact and functioning until the all the stream work/stabllizatlons has been completed. Ater the stream; is stabilized and flow has been diverted then fill can be brought up and other utilities and headwalls installed. Check and reinstall any silt fencing than needs to'be repaired on ,a regular ,basis during construction. Mat the slopes above the top of bank with erosion control matting as soon as permanent grade has been estabfished if grass can not be establised. The culvert construction, in order to, divert the Flow From temporary coffer dams to the permanent pipes should, be completed within two weeks. Any material that need to be stockpile near the' stream banks- v4111 be protect by silt fencing and shal l remain no more than, I week. If stockpile is required for longer lengths of time it shall be moved above the temporary sediment baslns that are planned for the site and ,that will be installed before the culvert installation. Any dewatering of the culvert installation area will be pumped to a sediment basin/pond. Sand bag dams will be removed within 2 days after the culvert has been stabilized.
