This project will replace an existing gas line under Charles Blvd. The existing gas line is in the bank of a potentially jurisdictional
ditch. Therefore, to tie the proposed gas line into the existing gas line the side of the ditch must be disturbed. Any flow in the ditch
will be pumped around the area of the work.
Please attach a map of the site indicating project boundaries on the USGS 1:24,000 Topo and/or NRCS Soil Survey.

Dear Ms. Herron:
This letter report presents the findings of a preliminary jurisdictional wetland assessment
for the Charles Boulevard pipeline crossing site in Greenville, North Carolina. As
described in the following sections, the property contains potential wetlands and waters
that may be jurisdictional under the Clean Water Act (CWA). Please note that the
attached maps show approximate boundaries of potential jurisdictional features. In
order to determine the precise limits of jurisdiction, wetlands and waters should be
delineated and reviewed with the appropriate U.S. Army Corps of Engineers regulatory
field office.
General Site Description
The Charles Boulevard crossing site is located in Central Greenville, NC in a highly
urbanized landscape that has been heavily developed for residential and commercial
use. The wetland assessment area encompasses -400 linear ft of Charles Boulevard
and adjoining lands to the southwest ( -1 acre) and northeast ( -6 acres). The -1 -acre
southwestern area encompasses lawns and paved parking areas associated with road
front commercial development along Charles Boulevard. The -6 -acre northwestern area
encompasses residential apartment complexes and infrastructure associated with the
Oakmont Baptist Church; including paved parking lots, a stormwater treatment pond,
and lawns. Man -made drainage ditches run along the property boundaries that separate
the church and residential parcels.
Methods
Prior to entering the field, soil survey maps, aerial photographs, and USGS topographic
maps were evaluated for evidence of hydric soils, wetlands, and streams at the Charles
Boulevard crossing site. An on -site field investigation was conducted on 13 May 2014.
Potential jurisdictional wetlands and waters were evaluated in accordance with the 1987
Corps of Engineers Wetland Delineation Manual, the Regional Supplement to the Corps
of Engineers Wetland Delineation Manual: Atlantic and Gulf Coastal Plain Region
(Version 2.0), and the Corps of Engineers /EPA memorandum: Clean Water Act
Jurisdiction Following the U.S. Supreme Court's Decision in Rapanos v. United States
and Carabell v. United States (dated 12/02/08). In accordance with the Corps Manuals,
potential wetlands were evaluated for indicators of hydrophytic vegetation, hydric soils,
and wetland hydrology. Ditches were evaluated for the presence of an ordinary high
water mark and other indicators of sustained flow.
Results
Pre -Field Investiaation
According to the Soil Survey of Pitt County, soil types occurring on the property include
Coxville fine sandy loam and Lynchburg fine sandy loam (see attached map). Coxville
fine sandy loam is listed as a hydric soil by the Natural Resources Conservation Service
(NRCS), thus providing an indication that wetlands may occur on the property.
Lynchburg fine sandy loam is not listed as a hydric soil, but may contain small inclusions
of hydric Rains and Woodington soils. The USGS topographic quadrangle (Greenville
SE) does not show any blue -line stream features within the boundaries of the Charles
Boulevard crossing site.
Field Investigation
No potential jurisdictional wetlands or waters were observed within the boundaries of the
—1 -acre southwestern assessment area. The southwestern area encompasses
maintained lawn grasses and paved parking areas associated with road front
commercial development. The —6 -acre portion of the assessment area to the northeast
of Charles Boulevard encompasses portions of several parcels that have been
developed for residential and commercial use; including apartment complexes and the
Oakmont Baptist Church. A first order man -made drainage ditch enters the site at the
northwest boundary and flows southeast across the central portion of the northeastern
area. An additional first order ditch originates near the northeast site boundary and
flows to the southwest. The two ditches join near the center of the northeastern
assessment area, forming a second order tributary that flows southeast to the
assessment area boundary before continuing off -site. In total, —700 linear ft of ditches
are located within the assessment area.
Both of the ditches on the property appear to have an ordinary high water mark; thus
indicating that both ditches are potentially jurisdictional under the CWA. The ditches did
not contain standing water at the time of inspection and both appear to be non - relatively
permanent waters. Non - relatively permanent waters are jurisdictional only when there is
a significant nexus with traditional navigable waters. Although the outfall location is
unknown, the drainage system may discharge to Meeting House Branch, which is
located approximately 1,200 feet to the south. Such a connection would most likely
meet the criteria for a significant nexus with traditional navigable waters. While there do
not appear to be any abutting or adjacent wetlands along the ditches, the field evaluation
indicates a reasonable probability that the ditches would be considered jurisdictional
waters under the CWA. In addition to the ditches, a — 10,000 ft2 stormwater treatment
pond associated with the Oakmont Baptist Church also exhibits wetland characteristics.
However, the stormwater treatment pond appears to be a recently developed feature
constructed in uplands, thus indicating that the pond would be exempt and not
considered jurisdictional under the CWA.
Recommendations
Based on the results of the preliminary analysis, there is a reasonable probability that
the ditches described above would be considered jurisdictional under the CWA.
Therefore, it is recommended that a formal wetland Jurisdictional Determination be
obtained from the Wilmington District U.S. Army Corps of Engineers. The process of
obtaining a wetland determination from the Corps of Engineers is a multi -step process
requiring the support of environmental consultants and land surveyors. A qualified
consultant will fully evaluate the property, flag all jurisdictional wetlands and waters, and
complete routine wetland determination and Rapanos data forms. Once the flags are
surveyed by a registered land surveyor, the resulting wetland survey plat and wetland
data forms are submitted to the appropriate Wilmington District regulatory field office
along with a request for a wetland jurisdictional determination. The consultant will
conduct an on -site meeting with the Corps of Engineers representative to review the
wetland lines. Once the final wetland survey plat is approved and signed by the Corps
of Engineers, the plat can be used to quantify wetland impacts and determine the level
of permitting required for the project.
