RE:
Carolina Solite Corporation
Draft NPDES Permit (Permit No. NC0028169)
Stanly County
Dear Mr. Gorris:
Carolina Solite Corporation is in receipt of the subject permit.
Upon review of the subject permit, Carolina Solite Corporation
requests that each comment provided below be addressed prior to
permit issuance or the effective date of December 6, 1994:
a. Section A: Effluent Limitations and Monitoring
Requirements (002):
We are not aware of the basis for the 0.36 MGD monthly
average discharge limitation for effluent flow. In order for
Carolina Solite to determine its acceptability, we need to review
the method for which this value was calculated or determined. In
addition, we need to review the justification for performing acute
toxicity at the 90-10 ratio for both outfalls. Please provide
copies of all stream modeling and calculations performed.
b. Part III - Other Requirements: Addition of Section G -
Sludge Handling Requirement. Please clarify "... resolve all
matters involving sludge handling ..." This condition is overly
vague, open-ended and non-specific. It fails to identify if it is
reasonable or feasible. We request the Department to work with us
in the permitting process to clarify or remove this requirement
prior to the permit issuance date. In addition, we are unaware of
any outstanding issues regarding our present sludge handling
practices which warrant the inclusion of this permit condition.

Marcia has this facility on our database as a General Permit No. NCG020165 per information
received from Don Safrit this year.
Please let us know if this was a mistake. I believe that it should not be a GP since there are
contaminants in the waste.
Thanks!
