Dear Ms. Manuel:
The Town of Broadway acknowledges receipt of Compliance Evaluation Inspection, NOV-
2022-PC-0282 completed on May 11, 2022.
Findings are noted with points 5, 7, and 8 requiring further attention.
(5)Restaurants in the Town of Broadway when inspected as it relates to our Fats, Oils,
and Grease Program will have documentation to note inspection and kept on file. The
town also provides information on our utility bills to customers as it relates to grease and
fats on a periodic basis, (see attached).
(7)Updates on the Town of Broadway's Spill/Overflow Response Action Plan have been
completed and are attached for review.
(8)Steps have and are being undertaken to ensure proper documentation as it relates to
our operation and maintenance of pump stations. Public Works staff will be responsible
for ensuring compliance moving forward.

EquipmentlSpare Parts: Contractors listed below provide and maintain spare parts
for the town in the event of an emergency, need for repairs, etc. Each contractor
listed below also provides equipment needed to make necessary repairs during any
emergency, etc.
-Cox Brothers Plumbing, (see Emergency Contact list) provides track hoe service,
spare parts as needed to include pumps, mechanical and electrical.
-Sandhills Contractors, (see Emergency Contact list) provide heavy equipment to
assist in emergencies and/or repairs.

equipment, machine shop, welding, cutting, complete pump repairs, etc.

ASSESSMENT OF SPILLS/OVERFLOW/EMERGENCY
RESPONSE
Town of Broadway employees live in or in the immediate vicinity of the town.
Broadway Police Department monitors the town 24 hours a day. Public Works
employees rotate on call status and Town Manager can be contacted 24 hours a
day. The Town of Broadway has the ability to assess any spill with a short period
of time and ensure necessary repairs are implemented and completed.
-Emergency Response: Wastewater treatment systems shall verbally report to a
Division of Water Resources staff member at appropriate Regional Office, (Town
of Broadway reports to Raleigh Regional Office) and in no case more than 24
hours following the occurrence or first knowledge of the occurrence or either of the
following:
Any sewer system overflow and/or spill over 1, 000 gallons; or
Any sewer system overflow and/or spill, regardless of volume, that reaches surface
water.
Raleigh Regional Office can be contacted during business hours at (919) 791-4200
and after hours, weekends, or holidays, call (800) 858-0368.
North Carolina Department of Environmental Quality's Emergency Response
procedures are attached as well as a brochure from the Raleigh Regional Office.
All employees of the Town of Broadway have been made aware of these and the
notification process.

The Division of Water Resources is responsible for communications and coordination of cleanups from discharges
related to oil spills, sewage spills, and fish kilLs or algal bLooms, that threaten to reach surface waters. To report an

Instructions To Report an Emergency:
+ Sanitary Sewer Collection System Overflows
Wastewater treatment systems shall verbally report to a Division of Water Resources staff member at
appropriate ,Regional Office f/about/contactLmgional-offices), but in no case more than 24 hours following the
occurrence or first knowledge of the occurrence of either of the following:
• Any sewer system overflow and/or spill over 1,000 gallons: or
• Any sewer system overflow and/or spill. regardless of volume, that reaches surface water
Voice mail messages or faxed information shall not be considered as the initial verbal report. SSOs (and other
types of spills) occurring outside normal business hours may also be reported to the Division of Emergency
Management at telephone number (800) 858-0368 or (919) 733-3300.

+ Oil Spills
OIL SPILLS THAT REACH SURFACE WATER MUST BE REPORTED TO BOTH NORTH CAROLINA AND THE
NATIONAL RESPONSE CENTER
FOR OIL SPILLS THAT DON'T REACH SURFACE WATER, CLICK ON NORTH CAROLINA REQUIREMENTS
FOR REPORTING SPILLS (SEE LINK BELOW).
For North Carolina, report oil spills Monday -Friday 8 a.m.-5 p.m. to the appropriate Rggional Office
(}�#p[prod-8ncdea•do.nc.aovjabout/contact/reaional-offices). See the map below for Regional Office
Locations. If no answer, call (919) 807-6308.
To report oil spills to the National Response Center, call (800) 424-8802 (24 hours).
To report oil spills after hours or on weekends in North Carolina, call (800) 858-0368.
For spills of hazardous substances. determine if the spill is a reportable quantity or not by clicking on
Reportable Quantities of Hazardous Substances (click h r p jLimmmap-a.aov/e cra/encracercLacaa-ssll2r-
consolidated-list-lists-march-2015-version) or on link below). Refer to "CERCLA RQ" column. Data is in
pounds. If the spilL meets or exceeds the reportable quantity, report to North Carolina and the National
Response Center the same way as reporting an oil spill.
