Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: * The Site is located at 1125 Piney Green Road in Jacksonville, Onslow County, NC. The Site is a mixture of agricultural fields and undeveloped, forested areas. Evidence of recent and past logging is present throughout the forested areas. A large floodplain lies along the eastern boundary of the Site. The majority of the canopy in the remaining forested areas is dominated by pines with few interspersed hardwoods. The surrounding properties are a mix of commercial, agricultural and residential. The White Oak High School is also adjacent to the project. 4b. One road crossing is proposed to access the usable upland portions of the site which proposes only permanent wetland impact. Utilities for the proposed project will connect to existing utility lines adjacent to the Site. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: The proposed road crossing is located at the narrowest portion of the wetland to minimize permanent impacts and crosses an intermittent stream. The proposed sanitary sewer will be directionally bored so there will be no impacts to the wetland area. Streams are not crossed multiple times by roads. Lots were positioned to avoid additional fill in wetlands and streams. Construction fencing will be used to define the construction corridor and prevent any accidental additional impacts. Silt fencing will be installed to provide additional protection from stormwater runoff. lb. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: General techniques include the use of construction fencing to define the construction corridor and prevent any accidental additional impacts. Silt fencing and sediment basins will also be used to prevent sediment runoff into the stream and wetland areas. 2. The project drains to Northeast Creek, which is classified as Tidal Salt Waters; Nutrient Sensitive (SC; NSW), and Poplar Creek which is classified as Class C; Nutrient Sensitive Waters (C;NSW) (i.e. not HQW or ORW). We anticipate the NCDWR will advise us if a qualitative or quantitative analysis is needed. 4. Sewage Disposal (DWR Requirement) 4a. Project Purpose and Location The purpose of the proposed project is to construct a residential subdivision and associated infrastructure to meet the demand for housing in this area of Onslow County. The Site is located at 1125 Piney Green Road in Jacksonville, Onslow County, NC. The coordinates of 34.7735°N, 77.3438°W generally correspond to the center of the Site. Project Detail The proposed Project consists of the construction of a residential development with associated utilities and roads. Homes will tie into existing public water systems. Access to the Site will be provided via Piney Green Road to the south. Heavy equipment typically used for residential development projects (e.g., backhoes, bulldozers, etc.) will be utilized. No federally threatened or endangered species are listed to occur on the Site according to the NC Natural Heritage Program (NCNHP) Database. (see attached report dated June 29, 2022). The Site itself is not listed as a historic property. There was one structure, the Ash Henderson House (ON0189), on the property; however, that structure is gone. The John Hall House (ON0176) — Gone and the Humphrey House Kitchen (ON0312) — Surveyed Only are immediately adjacent the site to the northwest. There are two other properties listed within 1.0 mile of the Site. Project History The Site is comprised of eight adjacent parcels and is a mixture of agricultural fields and undeveloped, forested areas. Evidence of recent and past logging is present throughout the forested areas. A large floodplain lies along the eastern boundary of the Site. The majority of the canopy in the remaining forested areas is dominated by pines with few interspersed hardwoods. There are seven riparian wetlands, three streams, and one pond on the Site. Residential and agricultural properties exist around the Site. Avoidance and Minimization There are 3 streams, 1 pond and 7 wetlands on the subject Site. The proposed roadway infrastructure results in 1 stream crossing in Phase 1. Streams are not crossed multiple times by roads. All other jurisdictional features Patriot Park Section 1 Subdivision Page 1 of 2 on the Site have been avoided. Lots were positioned to avoid additional fill and/or impact to streams and wetlands. A planned sewer connection will be directionally bored to avoid additional impacts to the wetland. Stormwater outfalls were designed to minimize impacts to jurisdictional areas. Protect Impacts Impact 1 Culvert 1 is a proposed road crossing and will result in 0.07 acres of permanent wetland impact, 0.01 acres of temporary wetland impact, 120 linear feet of permanent stream impact (94 LF for the culvert and 26 LF for a countersunk, rip rap dissipator pad), and 10 linear feet of temporary stream impact. Mitigation Permanent stream and wetland impacts are below mitigation thresholds. The applicant is fully aware that future impacts that exceed 150LF/0.02 acres will require compensatory mitigation and the mitigation will be cumulative for previous phases. Proper Interpretation and Use of Your Migratory Bird Report The migratory bird list generated is not a list of all birds in your project area, only a subset of birds of priority concern. Please be aware this report provides the "probability of presence" of birds within the 10 km grid cell(s)that overlap your project; not your exact project footprint. On the graphs provided, please also look carefully at the survey effort(indicated by the black vertical bar)and for the existence of the "no data" indicator(a red horizontal bar).A high survey effort is the key component. If the survey effort is high,then the probability of presence score can be viewed as more dependable. In contrast, a low survey effort bar or no data bar means a lack of data and,therefore, a lack of certainty about presence of the species.This list is not perfect; it is simply a starting point for identifying what birds of concern have the potential to be in your project area, when they might be there, and if they might be breeding (which means nests might be present). The maps are prepared from the analysis of high altitude imagery. Wetlands are identified based on vegetation, visible hydrology and geography. A margin of error is inherent in the use of imagery; thus, detailed on-the-ground inspection of any particular site may result in revision of the wetland boundaries or classification established through image analysis. The accuracy of image interpretation depends on the quality of the imagery,the experience of the image analysts,the amount and quality of the collateral data and the amount of ground truth verification work conducted. Metadata should be consulted to determine the date of the source imagery used and any mapping problems. Wetlands or other mapped features may have changed since the date of the imagery or field work.There may be occasional differences in polygon boundaries or classifications between the information depicted on the map and the actual conditions on site. Data exclusions Certain wetland habitats are excluded from the National mapping program because of the limitations of aerial imagery as the primary data source used to detect wetlands.These habitats include seagrasses or submerged aquatic vegetation that are found in the intertidal and subtidal zones of estuaries and nearshore coastal waters. Some deepwater reef communities(coral or tuberficid worm reefs) have also been excluded from the inventory.These habitats, because of their depth,go undetected by aerial imagery. Data precautions Federal, state, and local regulatory agencies with jurisdiction over wetlands may define and describe wetlands in a different manner than that used in this inventory.There is no attempt, in either the design or products of this inventory,to define the limits of proprietary jurisdiction of any Federal, state, or local government or to establish the geographical scope of the regulatory programs of government agencies.
