This inspection was conducted to verify that the facility is operating in compliance with the conditions and limitations specified in Non-discharge Permit No. WQ0004967. The findings and comments noted during this inspection are provided in the enclosed copy of the inspection report entitled "Compliance Inspection Report". Please note that the Notice of Violation issued to AllJuice on October 10, 2017 and NOV-2021-PC-0157 are still open and will remain open until modifications are complete. No new violations are being issued at this time. The inspection was conducted to review site conditions and discuss permit modifications per a 5/16/2022 modification application submitted by Anchor QEA. Bob Barr and Danielle Hunter with RBP Systems, Chuck Pippin and Alexa Baratucci with Anchor QEA, and AllJuice representatives were present for the site visit. Irrigation Field: The health of the cover crop, tall fescue, has been mentioned in the previous three inspections. To date, general crop conditions have improved since the reestablishment of the cover crop and application of gypsum to improve soil fertility and mitigate sodium levels. Some moisture-tolerant weeds and grasses are still present between spray heads and should be managed moving forward. Please note that, while the permit does not specifically require the removal of a crop from the field, the permittee is required by permit to maintain a good cover crop and subsequent soils to maximize the fields assimilative capacity for long-term wastewater disposal without potential impacts to ground or surface waters. It is recommended that a plan be established to remove the cut hay from the fields, in order to remove nutrient loads that may affect assimilation in the fields. Influent line: A report submitted to Mr. Laverty on September 9, 2020 indicated there was a potential issue with the structural integrity of the influent line to the irrigation pond. The planned pond modifications includes the repair and rerouting of this pipe in order to prevent further infiltration into surrounding soils before entering the wastewater lagoon. Irrigation Pond: The wastewater pond is unlined based on historical facility documentation. Anchor QEA has proposed the a wastewater lagoon redesign which includes removing the accumulated sludge on the bottom of the pond, removal of soils, relining the pond, and construction of a stormwater basin that redirects ditch water. Any updates to these plans, including a construction timeline, should be provided moving forward. Groundwater Exceedances: The facility has seen increases in fecal coliform, iron, manganese, and ammonia at monitoring well MW-3 since 2019, at levels exceeding state Groundwater Standards. Groundwater exceedances and associated corrective actions will be addressed separately by the regional hydrogeologist. Annual Soils Analysis: It was verified by contract operations that Pace Analytical Labs collects the composite samples for soil fertility analysis from the spray fields. It is recommended that they collect separate composite samples for each irrigation zone to have a more representative soils analysis, as inconsistencies have been noted in the past between samples collected by Pace Analytical and Nutter & Associates. Equipment Calibration: The facility’s permit renewed in 2021 with changes to meter calibration requirements. The new permit now requires annual calibration of the effluent flow meter. Please note, the facility has until the end of 2022 to calibrate the meter and maintain compliance. Also, the permit requires calibration/verification of irrigation equipment once per permit cycle. State guidance on irrigation equipment verification is attached for reference.
