Yes, the greenway is an asphalt greenway which will provide pedestrian access to the passive
recreation area on the upland island adjacent to the Shallotte River. The asphalt greenway changes
to a boardwalk over the larger section of wetland where only pedestrians and lawnmowers will need
to travel on the boardwalk.
The greenway trail will also provide the access for the maintenance of lower bay and outfall of SCM
1. The weight and tracks of the equipment necessary to clean out the SCM would damage a wooden
boardwalk and would require a substantial bridge with the structural integrity to support an
excavator and dump truck. The greenway will need to be pretty close to the same elevation as the
area surrounding SCM 1, and it can't be significantly lower, or it causes issues with access to SCM 1.
The topography on this site is significant and Wetland F sits in the bottom of a crenulation. So the
impacts at W2 are necessary to transition greenway fill to natural grade or blend with grading for
Buildings 10 & 11.
Regarding impact W11, that's not a road crossing, it's a sidewalk crossing. W11 looks big, but it's
just the scale of the exhibit because W11 is only 0.025 acres. The elevation of the sidewalk is based
on the need to provide adequate cover for the culverts at Impact W10 and to meet ADA compliance
with allowable grades for sidewalks. The extent of the grading is needed to return fill to natural
grade.

Unfortunately this has happened before with projects.
For one reason or another the Corps doesn't receive the package.
If we never received the package, but DWR does, I don't even know when the clock starts? It can get
real complicated.
We'II try to knock this one out this week.
I know that Myself and Holly had some concerns about the proposed "Asphalt Greenway"
Is that going to be an actual wetland impact?

Looking back, we got the Laserfiche email confirming that the application had been submitted to the
USACE. But I can't find where we received the email from WilmingtonNCREG confirming receipt of
the application. I'm not sure what happened with the transmission of the application from
Laserfiche to the USACE.
I'm going to email you the application that was submitted on 4/28/2022 in a separate email. It's
about 20 mb, so please confirm that you've received it.
Once you've had a chance to review, let me know if you have any other questions and I'll address
them all at once.

Troy,
I talked to Holly about this project yesterday. I don't have a file or application notice for it. Did you
get a receipt back from the Corps after submittal?
I apologize this has happened a couple times in the past, with all the projects coming in a small
fraction get lost or misplaced.
Can you send me a copy of the PCN, mitigation, plans, etc. Holly was kind enough to send me some
of the pages for the PCN and plans.
Below are some comments based on my limited ability to review the project:
- The NWP 18 maxes out at .10 of an acre of impacts
- The NWP 14 maxes out at .50 of an acre of impacts
I'm still going through the plans to decipher where each impact will take place and what permit
action will take place.
- Impact W11, why is this impact so large for a road crossing?
Probably the biggest red flag that I see is the 321 LF Asphalt Greenway. Is the greenway associated
with Impact W2? Or is the impact already planned for development use and the greenway just
happens to be going through that area?
It's going to be difficult to permit .10 acres of wetland impact for a "greenway" especially when the
green way can be a raised walkway.
I'll keep looking through the plans and send additional comments if warranted.

We submitted the 404/401 application for this project on 4/28/2022 (see attached confirmation
emails). The 401 application fee was paid on 4/29/2022, and the was put on public notice on
4/30/2022. We're at 48 days since submittal, so I wanted to check on the status of your reviews of
the application and anticipated timeframes for issuance of the permits.
