Good morning Dave,
On behalf of PLC, I offer the following response-
1) 70 If of impact is correct as you described Please let Kevin know if a revised PCN is necessary
2) The design inverts do not allow for the 1 foot of burial (our oversight), so we will modify the plans accordingly (lower
the inverts 1') and get them to Kevin to resubmit
Expect to see the resubmittal next week (most likely) Thanks for catching these discrepancies
