into Dunn. At the intersection of Hwy 421/W. Cumberland St and S. McKay Ave. turn left and drive approx. 0.60
miles and turn right onto Susan Tart Rd. Follow Susan Tart Rd. for 0.80 miles and turn left onto J.W. Edwards Ln.
J.W. Edwards Ln terminates at the City of Dunn WWTP.

V. ADDITIONAL REGIONAL STAFF REVIEW ITEMS
The Fayetteville regional office visited the proposed new fields associated with Ray Edwards farm in Cumberland
County. The FRO agrees with the information provided by Piedmont Environmental (soil scientist consultant for
Synagro) pertaining to soil types at the Edwards farm. The Edwards farm consists of bermuda pasture being rg azed
and two bermuda hay fields that Mr. Edwards cuts for winter feeding. PAN restrictions of 25% will be required for
part of the Edwards farm. The only changed needed on the Edwards farm is the buffer map needs to be corrected for
the acreage that is not Mr. Edwards for field 2. The other buffer maps for fields at the Edwards farm are correct for
property line buffers.
The Fayetteville regional office also visited the proposed new fields to be transferred from the Town of Holly Springs
(WQ0019098) program that are owned by Harold Dixon in Harnett County. The FRO agrees with the information
provided by Piedmont Environmental (soil scientist consultant for Synagro) pertaining to soil types at the Dixon farm.
The Dixon farm consists of bermuda pasture being grazed (back parcel 1610-41-1236) and bermuda hay field (front
parcel 1610-42-6062) that is cut for winter feeding. PAN restrictions of 25% will be required for part of the Dixon
farm. See attached county GIS maps that indicate the south parcel is_in fact two deeded parcels. With that, the buffer
map for field NC-HA-08 (field 9) will need to be revised into fields 9 & 10 (if not already addressed by Central office
review and add info request). Predominant soil type should remain the same for both fields.
The parcel on the north side of Hwy 27 is row crop land that willbe in row crop production (corn, wheat and •
soybean). The 2015 crop appeared to be grain sorghum (based on visual inspection of the crop residual) and is fallow
this growing cycle.
The FRO visited the farms of Lamm, Rinnie, Hayes, Allen, Raynor, Herring and Pope that are being removed from
the Dunn program. Most of the fields on these farms are hay pasture and were visually inspected. No adverse
conditions were noted during the site visit to each farm. The Raynor, Herrring and Pope farms are row crop consisting
of corn, wheat and soybean rotation. Each farm had active growing crops. These farms received very little residuals
solids during their time in the Dunn program. The FRO recommends the removal of the requested fields.
The City of Dunn land application program will have approximately 210 acres of row crop and grass land in their
program with this permit medication/renewal request. Based on the number of Dry Tons (DTs) applied annually from
the wastewater plant and water plant combined (376, 240 & 229); application rates of between 1 to 2 DTs per acre can
be expected. The acreage proposed should be adequate to manage the residuals generated by the City of Dunn plants.
