Project Description — The project consists of replacing Bridge #73 over Town Creek on SR
1974 (Town Creek Road) and improving roadway approaches. The existing 70' L X 20' W triple
span bridge with timber deck on timber piles is structurally deficient and will be replaced with a
new, single span 90' L X 27' W, box beam bridge at the same location. An off-site detour wil� be
utilized during construction. The project involves no wetland impacts (there are no wetlands on
the project site) and 77 linear feet of permanent stream impacts which are restricted to only the
right side bank (facing downstream) for stabilization purposes. The thalweg of the channel will
not be impacted. There are no deck drains on the bridge; instead, stormwater runoff will be

captured and discharged into existing roadside ditches and outlet at non-erosive velocities.
Biologists from the Biological Surveys Group surveyed the project site for Roanoke logperch
and James spiny mussel in August 2011. In October 2011, NCDOT Biologists met with Mr.
Gary Jordan (USFWS) on the project sight for a� informal, Section 7 consultation. Mr. Jordan
confirmed that the proposed project "will have no effecY' on the federally endangered James
spinymussel and "is not likely to adversely affecP' the federally endangered Roanoke logperch.
Please see attached summary documents from NCDOT and USFWS No Effect letter. The Bald
Eagle is protected in every county in North Carolina under the Bald and Gold Eagle Protection
Act; however, no suitable feeding/water source is located within one mile of the project study
area to support Bald Eagle habitat.
