Federal Aid Project STP 0224(14), WBS Project No. 35775.1.2, STIP Project No. U-3618. The Project Development and Environmental Analysis Unit (PDEA) has started the environmental and engineering studies for the subject project. The project involves the extension of SR 1571 (Carey Road) on new location from US 258 at SR 1001 (Paul's Path Road) to SR 1572 (Rouse Road) in Kinston, Lenoir County. The project is approximately two miles in length. STIP Project No. U -3618 is included in the North Carolina Department of Transportation's ( NCDOT) 2012 -2020 State Transportation Improvement Program (STIP) and is scheduled for right of way acquisition in fiscal year 2019. Construction is not funded in the current STIP. An External Scoping Meeting will be held on Thursday, November 7, 2013 at 1:00 PM in the Structural Conference Room C at the Century Center Building A in Raleigh. The purpose of this meeting is to discuss project history and share pertinent information with our NCDOT staff, local agency partners, and state and federal resource and permitting agencies prior to the start of National Environmental Policy Act (NEPA) planning activities. It is anticipated that a Categorical Exclusion (CE) will be prepared for this project. Attached for your review is an External Scoping Packet which includes project data sheets, a vicinity map, topographic map, and an environmental features map. We would appreciate any information you might have that would be helpful in evaluating the potential environmental impacts of the project. Please review the packet and be prepared to discuss any additional known information regarding your resource and comments or questions about the project at the External Scoping Meeting. Length: Approximately 2 miles Termini (US Hwy / SR): Western project terminus is at the existing intersection of US 258 at Paul's Path Road (SR 1001) and Hull Road (SR 1557) and eastern project terminus is at the existing intersection of Carey Road (SR 1571) and Rouse Road (SR 1572) in Kinston, Lenoir County. MPO / RPO: Eastern Carolina RPO NEPA / 404 Merger Candidate? ❑ Yes ® No ❑ Unknown Merger Screening was concluded in April 2013 - project was screened out of Merger Process. NEPA Class of Action: Categorical Exclusion (CE). Design Data (Existing Conditions): Functional Classification: Existing Carey Road is a major collector. Strategic Highway Corridor: No CTP Designation (Facility Type): Kinston's Comprehensive Transportation Plan (CTP) proposes a four -lane boulevard with grass median. Type of Access Control: The CTP recommends no control of access. Existing Carey Road and Paul's Path Road have no control of access. Limited control of access is currently proposed which is defined as access only at intersections (no private driveway connections) with the division office granting access upon request and as deemed appropriate. Typical Section: The CTP recommends four 12 -foot lanes, 30 -foot grass median, 6 -foot inside shoulders, and 8 -foot outside shoulders. Due to relatively low projected traffic volumes, four lanes with a grass median and grass shoulders is currently being proposed between US 258 and Hull Road Extension that transitions to two lanes with grass shoulders on a multi -lane right of way east of the Hull Road Extension and existing Carey Road. Right of Way: The CTP recommends 150 -foot right of way width. 110 -foot right of way width is currently proposed. Posted Speed: Existing Carey Road is posted 35 miles per hour (mph); Paul's Path Road is posted 55 mph. A design speed of 50 mph is proposed for new facility. Railroad involvement: The newly constructed Global TransPark (GTP) rail spur (STIP Project No. R- 29286) runs north -south across the project study area and connects the existing North Carolina Railroad (NCRR) east -west line located parallel to and north of US 70 with the GTP located north of the project. A grade separation of the rail spur may potentially be provided pending further discussion at the External Scoping Meeting. Utility Involvement: Water, telephone, cable -TV, and electric will need to be relocated. As noted in the City of Kinston's Comprehensive Transportation Plan (CTP) report (March 2011), there is currently no direct local east -west, connection between the northern portion of downtown p� Kinston along N. Queen Street (NC 58) and the residential and commercial developments located directly west of the city. Traveling between these areas requires an indirect route on existing east- west and north -south roadways, including US 258 or Paul's Path Road, Hull Road or Dobbs Farm Road (SR 1573), Rouse Road, Carey Road, and Plaza Boulevard (SR 15711), respectively. The primary purpose of the proposed action is to: �,�' • Provide a direct local link between US 258 and the northern portion of downtown Kinston. The Carey Road Extension project, in conjunction with using existing area roads including Paul's Jr Path Road, Carey Road, and Plaza Boulevard, will provide a direct local east -west connection between US 258 and northern downtown Kinston. 'gyp v" Project Constraints /Additional Information 1 �, :Vsting Facilities ea Carey Road (SR 1571) is a four -lane undivided facility with curb and gutter that connects Rouse Road �r (SR 1572) with downtown Kinston and has a posted speed limit of 35 mph. The three leg intersection with Rouse Road is controlled with a stop sign. ■ Rouse Road (SR 1572) is a two -lane roadway with grass shoulders and has a posted speed limit of 35 mph. A left -turn lane is provided for southbound traffic at the intersection with Carey Road. Rouse Road connects with Hull Road to the south and extends north to the GTP. ■ Hull Road (SR 1557) is a two -lane roadway with grass shoulders that connects US 70 to the south with US 258 to the north. Hull Road transitions to four lanes with curb and gutter at the intersection with US 258 to provide an exclusive right -turn lane, through lane, and left -turn lane for westbound traffic. The posted speed limit on Hull Road is 45 mph. • US 258 is a five -lane facility with curb and gutter with a four -foot concrete island protecting left -turn movements in the vicinity of the intersection with Paul's Path Road and Hull Road. The four -leg intersection with Paul's Path Road and Hull Road is controlled with a signal. The posted speed limit on US 258 is 45 mph. • Paul's Path Road (SR 1001) is a two -lane roadway with grass shoulders that transitions to four lanes with curb and gutter at the intersection with US 258 to provide an exclusive right -turn lane, through lane, and left -turn lane. The posted speed limit on Paul's Path Road is 55 mph. Bike Routes /Pedestrian Facilities • Existing Carey Road is a designated bicycle route and is listed as "needs improvement" on the Kinston CTP Bicycle Map. • There is a sidewalk located on the north side of existing Carey Road between Sparre Drive and Brookhaven Drive and a sidewalk is located on both sides of Carey Road between Brookhaven Drive and Riley Road. 1 Existing Carey Road turns into Plaza Boulevard west of the proposed project. Both roads are designated as SR 1571. Page 4 of 6 Land use • Current land use between Rouse Road and US 258 along the project corridor is mostly vacant undeveloped land. Land use at the eastern project terminus (Rouse Road and existing Carey Road) is made up of mostly residential development while the western terminus (US 258 and Paul's Path Road) has a mix of residential and commercial development. • The First Baptist Church of Kinston is located at the project's eastern terminus. • A new fire station constructed by the City of Kinston is located south of First Baptist Church across from the parking lot that is located behind the church. Carey Road has been partially extended west of Rouse Road by NCDOT to provide access to the new fire station. Natural Resources • Forested wetlands and hydric soils are located within the project study area. • Several streams are located in the project study area including Taylor's Branch, two unnamed tributaries to Taylor's Branch, and two unnamed tributaries to Briery Run. The Neuse River buffer regulations will apply to the tributaries of both stream systems within the project study area. Briery Run and Taylor's Branch are both classified as C; Sw, Nutrient Sensitive Waters (NSW). • Taylor's Branch is a FEMA regulated stream (Zone AE) and will likely be crossed. • There are no streams in the project study area that are on the Final North Carolina Water Quality Assessment and Impaired Waters List (2010 Integrated 305(b) and 303(d) Report, approved August 31, 2010). No Outstanding Resource Waters, High Quality Waters, or Wild and Scenic Rivers exist within or within one (1) mile of the project study area. Cultural Resources • Two potential historic architectural resources located within the project study area have previously been identified in the vicinity of the project: the Poole -Smith house (LR -883) and the Enzel- Sullivan house (1-11-899). The Pool —Smith House was inventoried in 1993 as part of a survey for the GTP and was determined not eligible for listing in the National Register of Historic Places (NRHP). The project area was recently resurveyed for potential historic resources as part of the Lenoir County GIS pilot study associated with the Kinston Bypass Project (R- 2553). Neither of the two previously identified properties was found to be eligible for listing on the NRHP and no other properties were found to be eligible for or on the NRHP within the study area for this project. • Three archaeological sites have previously been identified within the project study area during the archaeological surveys that were completed for the Crescent Road (C.F. Harvey Parkway) Project (North Carolina Department of Transportation ( NCDOT) report Archaeological Report: Proposed Crescent Road from US 70 to NC 58 North of Kinston, TIP No. R -2719, written by Megan O'Connell, NCDOT archaeologist, in 1998). None of the sites were found to be eligible for listing on the NRHP. Based upon the high density of recorded sites in the area, the proximity of Taylor's Branch, five unnamed tributaries of Taylor's Branch, and the relatively undeveloped nature of the project area, there appears to be a high archaeological sensitivity in this area. Therefore, additional archaeological surveys may likely need to be performed once the Preferred Alternative /LEDPA has been identified. Page 5 of 6 Geotechnical Information ■ Within the project study area, 13 possible underground storage tank (UST) facilities have been identified, five of which are also automotive repair facilities. Low monetary and scheduling impacts are anticipated from these sites. Other ■ The North Carolina Department of Agriculture and Consumer Services (NCDA &CS) owns a 152 -acre section of the forested area in the middle of the study area. As noted in the City of Kinston's Comprehensive Transportation Plan (CTP) report (March 2011), there is currently no direct local east -west connection between the northern portion of downtown Kinston along N. Queen Street (NC 58) and the residential and commercial developments located directly west of the city. Traveling between these areas requires an indirect route on existing east - west and north -south roadways, including US 258 or Paul's Path Road, Hull Road or Dobbs Farm Road (SR 1573), Rouse Road, Carey Road, and Plaza Boulevard (SR 1571), respectively. The primary purpose of the proposed action is to: • Provide a direct local link between US 258 and the northern portion of downtown Kinston. The Carey Road Extension project, in conjunction with using existing area roads including Paul's Path Road, Carey Road, and Plaza Boulevard, will provide a direct local east -west connection between US 258 and northern downtown Kinston. Project Constraints /Additional Information Existing Facilities ■ Carey Road (SR 1571) is a four -lane undivided facility with curb and gutter that connects Rouse Road (SR 1572) with downtown Kinston and has a posted speed limit of 35 mph. The three -leg intersection with Rouse Road is controlled with a stop sign. ■ Rouse Road (SR 1572) is a two -lane roadway with grass shoulders and has a posted speed limit of 35 mph. A left -turn lane is provided for southbound traffic at the intersection with Carey Road. Rouse Road connects with Hull Road to the south and extends north to the GTP. • Hull Road (SR 1557) is a two -lane roadway with grass shoulders that connects US 70 to the south with US 258 to the north. Hull Road transitions to four lanes with curb and gutter at the intersection with US 258 to provide an exclusive right -turn lane, through lane, and left -turn lane for westbound traffic. The posted speed limit on Hull Road is 45 mph. • US 258 is a five -lane facility with curb and gutter with a four -foot concrete island protecting left -turn movements in the vicinity of the intersection with Paul's Path Road and Hull Road. The four -leg intersection with Paul's Path Road and Hull Road is controlled with a signal. The posted speed limit on US 258 is 45 mph. • Paul's Path Road (SR 1001) is a two -lane roadway with grass shoulders that transitions to four lanes with curb and gutter at the intersection with US 258 to provide an exclusive right -turn lane, through lane, and left -turn lane. The posted speed limit on Paul's Path Road is S5 mph. Bike Routes /Pedestrian Facilities • Existing Carey Road is a designated bicycle route and is listed as "needs improvement" on the Kinston CTP Bicycle Map. • There is a sidewalk located on the north side of existing Carey Road between Sparre Drive and Brookhaven Drive and a sidewalk is located on both sides of Carey Road between Brookhaven Drive and Riley Road. 1 Existing Carey Road turns into Plaza Boulevard west of the proposed project. Both roads are designated as SR 1571. Page 4 of 6 Land use ■ Current land use between Rouse Road and US 258 along the project corridor is mostly vacant undeveloped land. Land use at the eastern project terminus (Rouse Road and existing Carey Road) is made up of mostly residential development while the western terminus (US 258 and Paul's Path Road) has a mix of residential and commercial development. ■ The First Baptist Church of Kinston is located at the project's eastern terminus. ■ A new fire station constructed by the City of Kinston is located south of First Baptist Church across from the parking lot that is located behind the church. Carey Road has been partially extended west of Rouse Road by NCDOT to provide access to the new fire station. Natural Resources • Forested wetlands and hydric soils are located within the project study area. • Several streams are located in the project study area including Taylor's Branch, two unnamed tributaries to Taylor's Branch, and two unnamed tributaries to Briery Run. The Neuse River buffer regulations will apply to the tributaries of both stream systems within the project study area. Briery Run and Taylor's Branch are both classified as C; Sw, Nutrient Sensitive Waters (NSW). • Taylor's Branch is a FEMA regulated stream (Zone AE) and will likely be crossed. • There are no streams in the project study area that are on the Final North Carolina Water Quality Assessment and Impaired Waters List (2010 Integrated 305(b) and 303(d) Report, approved August 31, 2010). No Outstanding Resource Waters, High Quality Waters, or Wild and Scenic Rivers exist within or within one (1) mile of the project study area. Cultural Resources • Two potential historic architectural resources located within the project study area have previously been identified in the vicinity of the project: the Poole -Smith house (LR -883) and the Enzel- Sullivan house (LR -899). The Pool —Smith House was inventoried in 1993 as part of a survey for the GTP and was determined not eligible for listing in the National Register of Historic Places (NRHP). The project area was recently resurveyed for potential historic resources as part of the Lenoir County GIS pilot study associated with the Kinston Bypass Project (R- 2553). Neither of the two previously identified properties was found to be eligible for listing on the NRHP and no other properties were found to be eligible for or on the NRHP within the study area for this project. • Three archaeological sites have previously been identified within the project study area during the archaeological surveys that were completed for the Crescent Road (C.F. Harvey Parkway) Project (North Carolina Department of Transportation ( NCDOT) report Archaeological Report: Proposed Crescent Road from US 70 to NC 58 North of Kinston, TIP No. R -2719, written by Megan O'Connell, NCDOT archaeologist, in 1998). None of the sites were found to be eligible for listing on the NRHP. Based upon the high density of recorded sites in the area, the proximity of Taylor's Branch, five unnamed tributaries of Taylor's Branch, and the relatively undeveloped nature of the project area, there appears to be a high archaeological sensitivity in this area. Therefore, additional archaeological surveys may likely need to be performed once the Preferred Alternative /LEDPA has been identified. Page 5 of 6 Geotechnical Information ■ Within the project study area, 13 possible underground storage tank (UST) facilities have been identified, five of which are also automotive repair facilities. Low monetary and scheduling impacts are anticipated from these sites. Other ■ The North Carolina Department of Agriculture and Consumer Services (NCDA &CS) owns a 152 -acre section of the forested area in the middle of the study area. The parcel is being used for timber management and is currently land- locked. The proposed project will have the potential to provide access to this parcel.
