SUBJECT: WRC Comments on Skinner Property — Elk Creek Bank Stabilization 404 Application,
Elk Creek, Watauga County
Dear Ms. Alexander:
Representatives of Ms. Myra F. Skinner requested a permit to install in- stream structures and stabilize
approximately 275 linear feet of the right bank of Elk Creek, Watauga County, NC. Comments from the
NCWRC on this application are offered for your consideration under provisions of the Clean Water Act
of 1977 (33 U.S.C. 466 et. seq.) and Fish and Wildlife Coordination Act (48 Stat. 401, as amended; 16
U.S.C. 661- 667d).
Wild populations of brown trout have been documented by our agency in Laurel Creek in close vicinity of
this proposed project. As a result, we would request that the trout spawning moratorium for brown trout
be required as a condition of this permit to reduce spawning related impacts to that population.
