Please advise the facility's Operator -in -Responsible Charge (ORC) of our findings by forwarding the enclosed report. As discussed in the inspection report, a new ORC was identified on the October 2021 monitoring report but has not been officially designated by the School System as required by 15A North Carolina Administrative Code (NCAC) 08G .0201 and subject NPDES Permit. This Office requests that the new ORC and any new Backup ORCs be designated on the approved documentation and submitted to the Division within fourteen (14) days of letter receipt. Discharge Monitoring Reports (eDMRs) were reviewed for the of May 2021 through April 2022. A daily maximum effluent fecal coliform violation was reported in March 2022. The December 2021 and January through March 2022 eDMRs were submitted late. The Division has previously addressed these violations through the issuances of a Notice of Deficiency (NOD), Notice of Violation (NOV) and NOV/civil penalty assessments. The March 2022 eDMR did have the ORC/Backup ORC visitations documented after 3/19/22. In addition, the downstream temperatures and times were the same on the January 2022 eDMR. Both eDMR will be revised and resubmitted. Several transcription errors regarding sampling times (either not listed or on wrong day) were noted during the eDMR review. The ORC and staff must ensure to thoroughly review all eDMRs to ensure all sampling times are properly transcribed prior to future submittals.
