SUBJECT: MCAS CHERRY POINT NPDES PERMIT NCS000314 STORMWATER
MANAGEMENT CORRECTIVE ACTION.PLAN (SWMCAP)
Attached please find the MICAS Cherry Point response and planned
corrective actions (CA) to the North Carolina Department of
Environmental Quality NCDEQ) Division of Energy, Mineral, and Land
Resources (DEMLR) Municipal Separate Storm Sewer System (MS4) Program
audit. This audit was conducted by Ms. Jeanette Powell and Ms. Lauren
Garcia with NCDEQ DEMLR at Marine Corps Air Station (MCAS) Cherry
Point from 19-20 November 2020.
Following the onsite audit, NCDEQ DEMLR provided an MS4 Program
Audit Report. The report, dated 24 November 2020, was submitted with a
notice of deficiency on 31 March 2021. This document serves as the
MCAS Cherry Point Stormwater Management Corrective Action Plan
(SWMCAP). Required actions noted in the audit report are provided in
Tables 1 through 4 along with the air station's response, including,
measurable goals, an implementation schedule, and annual reporting
metrics for each required action. The tables are organized by NPDES
permit requirements (i.e., minimum control measures [MCM]) and
Stormwater Program components associated with MCM compliance. The
additional recommended actions included in the audit report are
considered "value added" suggestions from NCDEQ to enhance permit
compliance. The recommended actions are not discussed in this SWMCAP.
