Buck Swamp Nutrient Offset & Riparian Buffer Bank— Task 1
Dear Mr. Hutton:
On October 2, 2012, the Division of Water Resources (DWR), approved a Bank Parcel
Development Package (BPDP) for the Buck Swamp site, submitted by Wildlands Engineering, Inc.
(WEI). On June 9, 2014 and June 10, 2014, DWR received a memo along with a modified UMBI
respectively, requesting approval of a name change from Wildlands Engineering, Inc. to WEI -Buck
Swamp, LLC as the Bank Sponsor. On June 10, 2014, Tom Reeder, Director of DWR signed the
modified UMBI granting approval of WEI -Buck Swamp, LLC as the Bank Sponsor for the Neuse
01 UMBI.
On June 20, 2014, DWR received a signed and recorded conservation easement for the subject bank
parcel. Additionally, on June 20, 2014, DWR received a performance bond (Bond# 106029656) to
cover performance and construction costs on the subject site.
According to the UMBI signed on June 10, 2014, the following Project Milestones have been met,
and the corresponding credits shall be "released:

By copy of this correspondence, DWR confirms that you have satisfied the above requirements for
the above - referenced tract and 20% of your Neuse riparian buffer credits (0.20 x 152,460 ft2 =
30,492 ft2) are now available for sale. Additionally, 20% of your nitrogen nutrient offset credits
(0.20 x 104,5581b -N = 20,911.6 lb -N) are now available for sale.

Please note that nutrient offset credits generated at this site must be used for impacts in HUC
03020201 of the Neuse River Basin excluding the Falls Watershed. Additionally, the riparian
buffer credits must be used for impacts in the Neuse River Basin according to guidelines in
15A NCAC 02B.0242.

Buck Swamp Mitigation Bank. Upon receiving this correspondence, please submit two credit
