May 29, 2014 Tasha Alexander USACOE 151 Patton Avenue, Room 208 Asheville, NC 28801 -5006 PLAID, Subject: Brummett Creek Aquatic Barrier Removal Project — 404 NWP 27 Application Package Mitchell County, North Carolina Dear Ms. Alexander, The Blue Ridge Resource Conservation and Development Council ( BRRCD) is collaborating with the US Fish & Wildlife Service (USFWS) on the Nolichucky Barrier Assessment Inventory project. The purpose of the project is to eliminate barriers to aquatic organism passage, ultimately leading to expanded habitat availability for at -risk aquatic species. The project has been funded by a grant from the USFWS. BRRCD has retained The Catena Group ( Catena) to act as our authorized agent for permitting the project. Brummett Creek is a tributary to the North Toe River, which is a part of the French Broad River Basin. The proposed section of Brummett Creek is located on a 53 acre parcel (Ephlee Peterson Property) at 6011 NC 197 in Green Mountain, North Carolina (Mitchell County PIN 0824- 00 -79- 5325). This section of Brummett Creek is approximately half a mile from the confluence with the North Toe River. There were two culvert crossings of Brummett Creek to access this property, however one was washed out during a storm on January 17, 2013. The remaining crossing is an eight -foot diameter culvert that is perched above the normal water level, thus creating a barrier to aquatic organism passage. Replacement of this culvert with a spanning structure will create a free flowing channel and make available 1.3 miles of upstream habitat. The project design has been developed by Mr. Jeff Young, PE, with USDA and Consumer Servioes, Division of Soil and Water Conservation, at no cost to help conserve the funds for this barrier removal project. Vehicular bridges are proposed to be installed at both crossing that are 24' L x 12' W, All construction equipment will be operated from the top of the banks. The only Impacts to the stream channel will be a result of removing the existing culvert. All disturbed areas will be revegetated according to Specifications (see attached plan sheets).
