Specifically, there are four (4) intermittent streams (SD, SE, SF, & SG) and one (1) perennial stream feature (SA) located on property. The offsite portion of the utility easement area has one (1) perennial stream (SA) and two (2) linear wetland features (LW1 & LW2) located in the vicinity. General land use in the vicinity of the project consists of forested land with residential neighborhoods. Brier Creek Country Club bounds the property to the east and Page Rd bounds the property to the west. 4b. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: S&EC completed a wetland delineation and Neuse River buffer evaluation for the entire property so that natural resources could be identified and impacts minimized to the maximum extent practicable. It should be noted that all proposed buffer impacts are considered "deemed allowable" impacts per the Neuse River Buffer Rules, 15a ncac 02b .0714. Impact Area 2 is proposed permanent and temporary stream impacts for a road crossing. The road crossing is required by the City of Raleigh in order to connect the existing subdivision to the north to the proposed Page Place subdivision. The stream crossing is at a perpendicular angle to minimize stream impacts. Additionally, retaining walls have been utilized at this crossing and on other portions of the site to minimize stream impacts to the maximum extent practicable. Impact area 3 is proposed temporary stream impacts for a utility crossing. The utility crossing will also occur at a perpendicular angle with the stream to minimize stream impacts to the maximum extent practicable. It should be noted that, there are also two utility crossings (waterline and sewer) within the same easement corridor. Per the project engineer "The City of Raleigh requires the waterline easement to be 20' wide and the sewer easement to be a minimum of 30' wide. Since the two utilities are in a shared corridor, the City will allow a combined easement width of 40' as opposed to 50'." These buffer impacts are considered "deemed allowable" per Neuse River buffer rules, 15a ncac 02b .0714 (11(kk(i)). Ib. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: There will be a full sedimentation and erosion control plan in compliance with City of Raleigh requirements. This includes perimeter controls such as silt fence and silt fence outlets and sediment basins with diversions to ensure all on -site run-off is directed to a measure. 2. We have reviewed the "Draft Internal Policy, Cumulative impacts and the 401 Water Quality Certification and Isolated Wetlands Programs" document prepared by the NC Division of Water Quality on April 10, 2004, version 2.1. The draft states that many private developments are unlikely to cause cumulative impacts, including projects such as urban in -fill, most residential subdivisions and small commercial developments as well as agricultural and silvicultural operations. The Page Place project is a residential development. Additionally, the project is located within the City of Raleigh ETJ, therefore the adjacent properties that have potential for development will have the following regulations to protect downstream waters: 1) the Neuse River Basin Riparian Buffer Protection regulations, these regulations require limited development within the riparian buffer area, in addition Best Management Practices may be required that control nitrogen if diffuse flow cannot be achieved; 2) the Phase II NPDES Stormwater Permit Program, this program includes permitting requirements for Municipal Separate Storm Sewer Systems (MS4s) in addition to post -construction stormwater management requirements.
