Page# 1 3I NPDES yr/mo/day NC0082821 111 121 22/06/10 117 Inspection Type 18 [j (Cont.) 1 Section D: Summary of Finding/Comments (Attach additional sheets of narrative and checklists as necessary) On June 10, 2022, MRO staff performed a Compliance Evaluation Inspection of the Southern States fertilizer manufacturing facility under permit NC0082821. Edward Watson of the MRO, Tom Dunham of Synterra, Jennifer Bunting, and Bruce Gray of Southern States were present during the inspection. The recovery wells appear to be functioning. The volume being pumped to the treatment system appears to be consistent. The MRO appreciates the improved communication between Southern States and its' consultant to the MRO. The increased communication regarding system operations and failures has been helpful. We also appreciate the consultant's efforts in submitting the eDMR reports to the MRO office. Access to the facility is restricted to the public. Operations & Maintenance Yes No NA NE Is the plant generally clean with acceptable housekeeping? • El ❑ ❑ Does the facility analyze process control parameters, for ex: MLSS, MCRT, Settleable El El El Solids, pH, DO, Sludge Judge, and other that are applicable? Comment: The facility was clean. No evidence of fertilizer on the ground near the loading areas. Operations and maintenance records were reviewed for all of 2021 and January through May of 2022. The O&M records appear to be complete and up-to-date. The MRO would like to emphasize the importance of regular maintenance of the recovery wells and treatment system. Regular inspection by the permittee has helping to maintain the permitted operation at the Southern States facility. However, there have been incidents where chemicals were not present to be able to provide the required treatment before discharging to surface water. Effluent Pipe Is right of way to the outfall properly maintained? Are the receiving water free of foam other than trace amounts and other debris? The effluent discharge is not located on the permittee's property. However, access was granted to able to be able to view the effluent pipe during the site visit. Effluent from the pipe was clear. No foam, solids, or odor were observed at the effluent pipe. Effluent Sampling Is composite sampling flow proportional? Is sample collected below all treatment units? Is proper volume collected?
