The Division hereby approves your proposed relocation of the effluent sampling point for
the subject permit. Thank you for discussing this matter with the Mooresville Regional Office
staff prior to making your request.
This change does not require any changes to the text of your permit, so this approval letter
is all you need to proceed with the location change.
This permit is not transferable except after notice to the Division. The Division may
require modification or revocation and reissuance of the permit. This permit does not affect the
legal requirements to obtain other permits which may be required by any other Federal, State, or
Local governmental regulation.

Request to Relocate Effluent Sampling Location
NPDES Permit No. NC0034703

To whom it may concern,
In response to the facility having experienced recurrent fecal coliform
exceedances in the previous months, Rowan -Salisbury School System formally
requests that the effluent sampling point at the Knollwood Elementary School
WWTP be moved closer to the dechlorination box.
The 0.011 MGD Grade II Biological wastewater treatment plant serving
Knollwood Elementary School is currently utilizing a manhole located
approximately 100 feet downstream of the dechlorination box as the primary
effluent sampling point. In view of the distance between the dechlorination box
and the effluent sampling point, the effectiveness of this sampling point for
obtaining a representative and accurate sample has come into question. At this
distance, we believe that residual chlorine has dissipated to an extent that does
not reflect the chlorination and dechlorination process taking place on -site. As
well, there is a high probability of foreign matter entering the manhole and
contaminating the effluent.
The concern has been communicated to Mr. Roberto Scheller (NCDEQ-DWR,
WQRO, Mooresville Regional Office) who has expressed support for moving
the effluent sampling point, based on discussions between Rowan -Salisbury
Schools and the WWTP ORC. We intend to create a shallow manhole and a
trough to be placed approximately 6 feet downstream of the dechlorination box

to be used as the new sampling point. This trough would be outside of the fence
boundary surrounding the school. With the school having reduced capacity this
summer, this would grant us the ability to construct the new manhole in low -to -
no flow conditions, which may reduce the impact upon effluent compliance if
granted the ability to begin construction during this period. We appreciate your
