Anchor QEA of North Carolina, PLLC ANCHOR 231 Haywood Street Asheville, North Carolina 28801 QEA 828.281.3350 June 21, 2022 Blake Kehoe Director, Engineering Lassonde Pappas & Company, Inc. 125 Industrial Park Road Hendersonville, North Carolina 28792 Re: Spring 2022 Water Quality Sampling Event Non -Discharge Permit No. WQ0004797 Clement Pappas NC, LLC Dear Mr. Kehoe, Anchor QEA of North Carolina, PLLC, is pleased to present the results of the Spring 2022 water quality monitoring event at the Clement Pappas NC, LLC (Clement Pappas) facility (the Site), located at 485 Brookside Camp Road in Hendersonville, North Carolina. As recommended by the North Carolina Department of Environmental Quality (DEQ), Anchor QEA performed disinfection of monitoring wells MW-5, MW-6, MW-7R, and MW-8 and redevelopment of MW-7R prior to the water quality monitoring event. The company that operates the facility rebranded to Lassonde Pappas & Company in 2016. However, for permitting purposes, the Hendersonville facility retains the Clement Pappas NC LLC name that is designated on the property deed. Clement Pappas is currently permitted under a Wastewater Irrigation System Permit by the North Carolina Department of Environmental Quality (DEQ) Environmental Management Commission for the operation of a 99,900-gallon-per-day wastewater treatment and irrigation facility. Groundwater Well Chlorination and Development The DEQ recommended disinfection of MW-5, MW-6, MW-7R, and MW-8 to address intermittent detections of fecal coliform bacteria in the Compliance Inspection Report for the Clement Pappas Wastewater Treatment Facility, dated January 27, 2022. Additionally, the DEQ recommended redevelopment of MW-7R to address plant roots penetrating the well screen and buildup of organic debris at the bottom of the casing, which may have been impacting water quality immediately around the well screen and sand pack. As reported in the Fall Groundwater Sampling Event and Well Integrity Evaluation, dated December 17, 2022, Anchor QEA identified root growth and organic debris in MW-7R during the well integrity evaluation performed in October 2021. Anchor QEA mobilized to the Site to perform chlorination of MW-5, MW-6, MW-7R, and MW-8 on April 20, 2022, in accordance with DEQ disinfection guidelines. Based on well volume and sand pack calculations, chlorine (68% sodium hypochlorite) mixed with deionized water was poured down each \\Athena\Asheville\Projects\Clement Pappas\Reports\2022\May\20220621-Spring2022- Groundwater Sampling Event Clement Pappas NC, LLC.docx June 21, 2022 Page 2 monitoring well, making sure to allow contact with the PVC well casing. A submersible pump was then lowered into the well within the screen interval and used to recirculate the chlorinated mixture within the well and formation. At least three well volumes were recirculated in each well. Anchor QEA returned to the site two days later on April 22, 2022, to purge chlorinated water and flush all five wells. A submersible pump was lowered into each well, within the screened interval, and used to pump at least three well volumes out of the well. Purge water from each well was disposed of on land in the vicinity of the well, in accordance with DEQ approval. The submersible pump was decontaminated between each monitoring well during chlorination and purging activities. On April 22, 2022, Anchor QEA began redevelopment of MW-7R with a Waterra Hydrolift pump and surge block. Anchor QEA attempted to purge organic debris with a trash pump; however, the pump did not function. Anchor QEA returned on May 6, 2022, to purge organic debris with a diaphragm pump and complete redevelopment with a Waterra pump and surge block. Monitoring well chlorination and redevelopment logs are included in Attachment 1. Groundwater Quality Anchor QEA performed the groundwater sampling event at the Site on March 10, 2022. A Site location map is included in Figure 1. The groundwater sampling event was performed in accordance with DEQ wastewater irrigation system permit No. WQ0004797 issued September 3, 2015, and renewed May 15, 2020 (referred to as "the permit" in this letter; effective September 1, 2020, and expiring July 31, 2026). Anchor QEA used low -flow methods to purge and collect groundwater samples from six monitoring wells: MW-4, MW-5, MW-6, MW-7R, MW-8, and MW-9. Monitoring well MW-9 was installed April 14, 2015, to replace the previously damaged monitoring well MW-2R. The locations of the monitoring wells are shown in Figure 2. Anchor QEA submitted the groundwater samples to Pace Analytical Services, Inc., a North Carolina -certified laboratory, for analysis of the parameters specified in the permit, as follows: • Total organic carbon • Chloride • Fecal coliform • Total ammonia Groundwater Elevation • Total nitrate • Phosphorous • Total dissolved solids Table 1 summarizes current and historical groundwater elevations from November 2018 to May 2022. Except for monitoring well MW-9, all monitoring well concrete pads and top -of -well casing (TOC) elevations were surveyed by Wes Cole Land Surveying, PA, on November 21, 2012. Monitoring well MW-9 was surveyed by Wes Cole Land Surveying, PA, on May 29, 2015. The surveyed TOC elevations are shown in Table 1. June 21, 2022 Page 3 Groundwater Analytical Results Table 2 summarizes the current and historical groundwater analytical results from November 2018 to May 2022. During the current sampling event, the parameters analyzed were below or within the groundwater standards provided in the permit,' except for nitrate and pH, which are described as follows: • The pH of the samples collected from MW-4 (5. 8 standard units [SU]), MW-5 (5.6 SU), MW-6 (5.4 SU), MW-7R (5.1 SU), and MW-9 (5.4 SU) were below the groundwater standard range of 6.5 to 8.5 SU. The sample collected from the background monitoring well, MW-5, has a pH (5.6) that is similar to the other groundwater monitoring wells. The nitrate concentration exceeded the permit groundwater standard of 10 milligrams per liter (mg/L) in the sample collected from one monitoring well, MW-7R (31.0 mg/L). The 2L standard for total coliform is 1 colony -forming unit per 100 milliliters (1 CFU/100 mL). There is no specific permit limit or 2L standard for fecal coliform; however, total coliform includes fecal coliform. Fecal coliform was not detected at or above laboratory detection limits in any groundwater samples. Surface Water Quality Beginning in May 2017, Clement Pappas voluntarily collected surface water samples from Mud Creek, analyzing for the same constituents as those sampled in groundwater. The renewed permit issued in May 2020 and effective September 2020 requires semiannual sampling of the surface water locations. Sampling point SW-1 is located upstream of the Site, and sampling point SW-2 is located downstream of the Site. Sampling locations are shown in Figure 2. Surface Water Analytical Results Table 3 summarizes the historical and current surface water analytical results. For the May 2022 sampling event, no parameters were detected at concentrations above the associated Title 15A NCAC Subchapter 2B surface water standards (2B standards). Since collection of surface water samples for all permit constituents began in May 2017, nitrate concentrations have been similar in SW-1 (upstream) and SW-2 (downstream). The Spring 2022 sampling showed a similar relationship: upstream sample SW-1 had a nitrate concentration of 0.88 mg/L, while downstream sample SW-2 had a concentration of 0.87 mg/L. The results for total organic carbon, chloride, total dissolved solids (TDS), ammonia, and total phosphorus were also similar for upstream and downstream samples, indicating the unlikelihood that the Site is impacting Mud Creek. Most of the groundwater standards are represented by the 2L standards, with the exception of nitrate and total organic carbon, which are set in the Wastewater Irrigation System Permit Number WQ0004797. June 21, 2022 Page 4 Discussion and Recommendations Based on analytical results, monitoring well disinfection appeared to address previous fecal coliform issues. Fecal coliform was below laboratory detection limits in all groundwater samples collected during the Spring 2022 sampling event. Anchor QEA performed redevelopment of MW-7 to remove organic debris, which have accumulated due to root penetration of the well screen and impacted water quality; however, the concentration of nitrate in the sample collected from MW-7R during the Spring 2022 sampling event remained above the permit standard. The root mass on the outside of the casing and within the sand pack may be continuing to leach nitrogen as organic matter decays. Nitrate concentrations were below the permit standard in samples collected from all other monitoring wells. The results for all analyzed constituents in surface water, including nitrate, were below applicable standards and similar for upstream and downstream samples. Per a discussion regarding the results with DEQ Hydrogeologist, Brett Laverty, Anchor QEA will continue to monitor nitrate concentrations to determine if further action is needed. In accordance with the spray irrigation permit WQ0004797, Clement Pappas is required to submit the following to the DEQ by June 30, 2022 (on or before the last working day of the month following the sampling month): • Laboratory analytical reports and chain -of -custody forms (Attachment 2) • Well sampling logs and the equipment documentation and instrument calibration data sheet (Attachment 3) • DEQ GW-59A — Compliance Report Form (Attachment4) • DEQ GW-59 — Groundwater Quality Monitoring: Compliance Report Form, for each monitoring well (Attachment 5) Anchor QEA proposes to complete the next scheduled groundwater and surface water sampling event in November 2022.
