PROJECT SUMMARY: The applicant is proposing improvements to barge berth areas 4 and 5 which would include bulkhead replacement, possible replacement and extension of crane and train rails, potable water and stormwater drainage system modifications,transit shed 1 wall removal and new wall construction. 9.Narrative Description The NC State Ports Authority is proposing improvements to barge berth areas 4 and 5 and possible high ground improvements if funding is available.This area is along the south side of the main port property located at 107/113 Arendell Street in Morehead City. The Morehead City Land Use Plan classifies this property as Port Mixed Use,with all AEC's classified Conservation. This section of the Morehead City Channel/Bogue Sound is not designated as Primary Nursery Area and is closed to the taking of shellfish. Bogue Sound within this area carries a water classification of SC. Substrate in the Morehead City Channel/Bogue Sound area is mostly sand and silt. No SAV's or shellfish beds were observed within the proposal project area. 10. Project Description: The existing major permit # 51-87 was issued a major modification on 11/14/2020 and is set to expire on 12/31/2025. The applicants are asking for a major modification to permit#51-87 for the barge berths(4 and 5) and possible high ground improvements. Per the applicant it has been recently determined that the steel sheet pile bulkhead within this area has accelerated deterioration by steel thickness loss which may cause structural stability issues in the future. The applicant also states the existing facility was constructed in the 1950's and is now close to its design life and needs to be upgraded. They are also asking to replace and extend the existing crane and rail tracks,potable water and stormwater drainage system modifications, removal of transit shed 1's south-facing wall and construction of a new replacement wall if funding is available. The bulkhead would be replaced by installing a new 1,272' long sheet pile bulkhead that would extend approximately 1.2' to 3.6' waterward of the existing bulkhead and would be constructed with a cast in place reinforced concrete pile cap. Per the applicant any existing armoring rocks at the east end of berth 4 would be moved within an existing scour hole repair location and then would be put back in place once the new sheet piles are installed. There would be a total of 2,912 sf of fill impacts that would occur within this area of Bogue Sound. The applicant also states the sheet pile was designed so it could accommodate potential future average mudline (toe)elevation of-45.15' using mean low water elevation as a reference at 00.00. The current average channel depth is approximately-39'. Due the new bulkhead location, the applicant is also proposing modifications to the cap. They would also install new soil anchors that would fix to the modified cap as well as install new bollards and fenders along the water side of the replaced bulkhead section. • If funding is available,the applicant is also proposing additional improvements (replacement and extension of crane and train rails, potable water and stormwater drainage system modifications, transit shed 1 wall removal and new wall construction)which consist of extending the crane and train rails from the east end of berth 6 onto berths 4 and 5, installing a new 8-inch ductile iron pipe water line and hose connections in vaults to replace the existing waterline and hose connections. Field Investigation Report: NC State Ports Authority Page 03 The proposed 8-inch water line would run from the west end of berth 5 to the east end of berth 4 where it would reconnect to the existing water line.They are also proposing to replace an existing storm drain as well as remove the south wall of transit shed I in order to make room for the rail extension. A new wall would be constructed farther back from the face of berth 4. The south wall of the shed,the southern portion of the roof and sidewalks,along with structural framing within the limit would be cut back from the face of berth 4 about 16'. The floor slab and concrete curbs within this area would be removed. Nonstructural brick walls would also be demolished as well as all roofing and trim and any utility lines within this area would be disconnected and removed. The new south wall would be constructed on new foundations and integrated with the remaining building structure. In order to comply with current building code some of the remaining steel framing may be strengthened as well. 11. Anticipated Impacts: The bulkhead replacement within MHC Channel/Bogue Sound would fill a total of 4,579ft2 ft2 of sand and silt bottom habitat. The high ground improvements would disturb approximately 1.5 acres but would remain within and over existing impervious surfaces. The Port has an on-site wastewater collection system that they own.This system is connected to Morehead City's municipal wastewater system and the City provides treatment. In the project area, stormwater disposal occurs through inlets with individual pipes that drain directly to the Bogue Sound/Newport River. (see 4p) o. Describe existing drinking water supply source. The Port owns all water lines on their property.Water is provided by Morehead City.The existing potable water system for Berths 4 and 5 was installed approximately 5 feet from the face of the bulkhead.Water flows through a 4-inch pipe, and there are five water vaults containing valves and hose connections serving the platform. p, Describe existing storm water management or treatment systems. The existing drainage system consists of 12-by 18-inch catch basins spaced at approximately 20 feet on center longitudinally and centered between the two existing train rails. Each catch basin is piped individually into a 4-inch pipe that extends through the existing bulkhead. Downspouts for the Transit Sheds 1 and 2 are connected to the drainage system.Where this occurs,the pipe size is increased from 4 to 6 inches. 5. Activities and Impacts a. Will the project be for commercial,public,or private use? ❑Commercial ®Public/Government ❑Private/Comm unity b. Give a brief description of purpose,use,and daily operations of the project when complete. The bulkhead at the Port Berths 4 and 5 was constructed in the 1950s and is now experiencing accelerating corrosion of the steel sheet pile. If no improvements are made to the existing bulkhead,the foundation and structural integrity of the relieving platform may become compromised;therefore, the Port is proposing to replace the existing bulkhead.The North Carolina State Ports Authority(NCSPA) is proposing to replace 1,272 feet of the existing bulkhead by installing new steel sheet piles 1.2 to 3.6 feet waterward from the existing bulkhead, placing fill between the existing and new sheet piles,and extending the concrete apron to cover the new bulkhead area. Fenders and bollards will be installed for the new bulkhead. Additionally,a temporary stand-off structure,either a steel frame with foam fenders or floating fenders, is being proposed between Berth 5 and Berths 6 and 7. Additional improvement options not directly associated with the bulkhead(Additive 1) include the extension of the crane rail and train rail from Berth 6 onto Berths 4 and 5, replacement of potable water and storm drainage infrastructure,and reconfiguration of Transit Shed 1 to remove the south face of the building and reconstruct it northward farther from the edge of the berth so that the crane can travel along Berth 5. The Port is a breakbulk and bulk facility with train service provided by Norfolk Southern,operating crane equipment,and storage facilities. The proposed improvements would allow the Port to continue to perform daily activities such as importing, exporting, storing,transporting,and shipping commodities around and out of the Port. c. Describe the proposed construction methodology,types of construction equipment to be used during construction,the number of each type of equipment and where it is to be stored. The NCSPA is proposing to replace the existing bulkheads at Berths 4 and 5 by driving new AZ26-700 steel sheet pile or approved equivalents approximately 1.2 to 3.6 feet waterward from the existing sheet pile bulkhead for a length of 1,272 feet beneath the mean low water line and existing mudline, adding fill between the existing and proposed sheet piles,expanding the Port apron by paving to the edge of the proposed bulkhead replacement and adding a new concrete pile cap, and adding structures such as fenders, bollards, and a temporary stand-off structure that are necessary for docking incoming ships(see Project Work Plan Permit Drawings Sheets 1 through 10).The construction of the proposed bulkhead replacement will require some water-based construction equipment and techniques. Barge(s)would be used in the water to operate and store equipment and materials. From the water, new soil anchors would be installed into the existing pile cap. A crane with a rock bucket or similar type of bucket would be used to temporarily move the rocks(large cobble, small boulders, and/or NC Class 2 riprap) in the armor layer within the existing scour hole repair location at the east end of Berth 4 to allow for the installation of new steel sheet piles for the proposed bulkhead replacement(see Project Work Plan Permit Drawing Sheets 1 and 6).The moved rocks would be shifted onto the existing armor layer during construction and moved back to the area in front of the bulkhead after the new sheet piles are installed. No dredging will occur during the movement of the existing rocks.The new steel sheet piles would be installed along the existing bulkhead using diesel and/or vibrating hammers.Temporary templates may be used during construction in the same footprint of the proposed sheet piles. Once the new sheet piles are installed,the fill will be placed in between the existing and new sheet piles.The fill may be added using a shoot. Fenders and bollards will be installed/fastened mechanically into the new pile cap. Cathodic protection anodes will be installed by divers with torches in the water.A turbidity curtain would be used in the water to control sediment or runoff that may enter the water • column during construction. Upland development construction activities such as the extension of the crane rail and train rail from Berth 6 onto Berths 4 and 5, replacement of potable water and storm drainage infrastructure, removal of the south-facing wall of Transit Shed 1,and construction a new wall for Transit Shed 1 would take place from the Port apron. Cranes, excavators,jackhammers, bulldozers, backhoes,loaders, pavers, dump trucks,and hauling trucks may be used during the upland development construction activities. Silt fences and/or wattles will be used as perimeter controls for runoff. d. List all development activities you propose. Replacement of the existing bulkhead,which includes installing new sheet piles waterward, adding fill between the new and existing sheet piles,and adding a new concrete pile cap.Other development activities may include the extension of the crane rail and train rail from Berth 6 onto Berths 4 and 5, replacement of potable water and storm drainage infrastructure, and reconfiguration of Transit Shed 1 to remove the south face of the building and reconstruct the wall•farther from the edge of the berth so that the crane can travel along Berth 5. Existing drainage pipes are proposed to be extended through the new bulkhead. in the event that Additive 1 is constructed, a new stormwater drainage system would be installed where stormwater will similarly drain to catch basins then out through the new bulkhead at Berth 4 and Berth 5.These stormwater drainage improvements resulting from Additive 1 would extend eastward to the east end of Transit Shed 1. Deed Information Port of Morehead Berths 4 and 5 Improvements—CAMA Major Permit Modification for Permit 51-87 PROJECT NARRATIVE Existing Conditions The Port of Morehead City(Port) is a North Carolina State Ports Authority(NCSPA)facility located in Carteret County that primarily handles bulk and breakbulk cargo. Along the southern berth face are Berths 6 and 7 to the west and Berths 4 and 5 to the east. Berths 4 and 5 are currently served by a concrete apron.The concrete apron is approximately 32 feet wide at Berth 4 and approximately 40 feet wide at Berth 5 with crane and train rails, potable water and drainage systems, and a sheet pile and concrete bulkhead along the Bogue Sound/Newport River. The existing potable water system for Berths 4 and 5 is located approximately 5 feet from the face of the bulkhead. Water flows through a 4-inch pipe,and there are five water vaults containing valves and hose connections serving the platform. The existing drainage system consists of 12-by 18-inch catch basins spaced at approximately 20 feet on center longitudinally and centered between the two existing train rails. Each catch basin is piped individually into a 4-inch pipe that extends through the existing bulkhead. Downspouts for the existing sheds are connected to the drainage system.Where this occurs,the pipe size is increased from 4 to 6 inches. It has recently been determined that the deterioration of the steel sheet pile bulkhead is accelerating, as evidenced by steel thickness loss,which will lead to structural stability issues in the future if no action is taken. It appears that the existing tie-back system and timber relieving platform are still functioning as originally designed. In addition,the mudline at the face of the berth is now deeper than originally designed in the 1950s due to scouring action. The existing facility was constructed in the 1950s and is now close to its design life and needs to be upgraded to prolong its functional life into the future. Proposed Project The NCSPA proposes to modify the existing CAMA permit 51-87 to include the replacement of the steel bulkhead at Berths 4 and 5 at the Port in Carteret County, North Carolina.The bulkhead will be replaced by installing a new bulkhead consisting of sheet pile that will extend approximately 1.2 to 3.6 feet waterward from the existing sheet pile bulkhead and an integral cast-in-place reinforced concrete pile cap.The new bulkhead will replace the existing bulkhead at Berths 4 and 5 for an approximate length of 1,272 feet. Fill will be placed between the existing and proposed steel sheet piles, and the concrete apron will be extended to accommodate the new bulkhead.The proposed bulkhead replacement would result in approximately 2,912 square feet(0.07 acre) of permanent fill impacts to the Bogue Sound/Newport River. The rocks within the armor layer(large cobble, small boulders, and/or NC Class 2 riprap) at the east end of Berth 4 will be moved within the existing scour hole repair location during the installation of the new sheet piles and put back into place after the new sheet piles are installed (see MP-1 and MP-2 forms).The location of the new bulkhead has been designed so it can accommodate a Wage sheet pile size that is appropriate for a potential future average mudline (toe)elevation of-45.15 feet, using the mean low water(MLW)elevation as the reference elevation at 0.00.The current average channel depth is approximately-39 feet.The NCSPA has no current plans or funding for future dredging along the bulkhead.Any future dredging would be permitted separately. The location of the new bulkhead will require modifications of the existing pile cap. Due to the confines of the existing landside structures, new soil anchors would be installed to replace the existing tie rods to support the new bulkhead.The new soil anchors will be fixed to the existing pile cap via perforations and pipe sleeves and the resulting system be made integral with the new pile cap via epoxy resin dowels. Bollards and fenders would also be installed along the proposed bulkhead replacement but would not result in permanent fill impacts. To prevent damages to ships at the corner of Berth 5 where the proposed bulkhead replacement will extend farther waterward than Berth 6, a temporary stand-off structure, which may be in the form of a steel frame with fenders or floating fenders, would be installed at the western edge of the new bulkhead and connect to Berths 6 and 7.The addition of the temporary stand-off structure will not result in any fill impacts or additional impervious surface. Some work for the bulkhead replacement would be constructed from barge(s) (see construction methodology in the MP-1 form). Additional improvements to Berths 4 and 5 not directly associated with the bulkhead replacement(Bid Additive 1)are being proposed; however,these upland development activities would be constructed as funding is available.These include the extension of the crane rail and train rail from Berth 6 onto Berths 4 and 5, replacement of potable water and storm drainage, and reconfiguration of Transit Shed 1 by removing the south face of the building and constructing a new wall farther from the edge of the berth so that the crane can travel along Berth 5.All items have been designed and are included in this permit modification with the assumption that funding will be available (see MP-3 form). Crane and Train Rails: Additive 1 would replace and extend the rails from the east end of Berth 6 to the east end of Transit Shed 1 at Berth 4. Potable Water:Additive 1 would include a new 8-inch ductile iron pipe (DIP) water line and hose connections in vaults to replace the existing water line and hose connections in vaults.The new 8-inch water line would run from the west end of Berth 5 to the east end of Berth 4 where it would reconnect to the existing water line. Storm Drainage:Additive 1 would include a new storm drain system for replacement of the existing storm drain system serving Berths 4 and 5. Transit Shed 1:The changes to Transit Shed 1 are needed to make room for the extension of the rails. In Additive 1,the south wall of Transit Shed 1 would be removed and a new south wall farther back from the face of Berth 4 would be constructed.The south wall of the shed,the southern portion of the roof, and sidewalls, along with structural framing within the limit, would be cut back from the face of Berth 4 by about 16 feet.The floor slab and concrete curbs within this area would be removed. Brick walls (nonstructural)would be demolished and all roofing and trim would also be removed. Utility lines within the affected area will be disconnected and removed. New south wall steel framing will be designed on new foundations and integrated with the remaining building structure.
