Hello Mr. Lancaster,
At your request to inspect and assess the existing trees within or adjacent to the lake buffer, please see
below.
The date of the inspection was Tuesday, May 31, 2022. All trees noted below reference the site map
provided as Exhibit A. An assessment of all trees on site was not performed. Work scope area was
isolated to the rear of the site.
Trees Evaluated:
A. 18" Ash Tree (Fraxinus pennsylvanica)
a. Condition — Poor. Emerald Ash Borer damage. Tree in decline. Tree has no target
present. However, use of the area adjacent to the tree may cause a minimal risk.
Recommendation to remove and replant with nursery stock tree material.
B. 16" Quad Ash (Fraxinus pennsylvanica)
a. Condition — Poor. Emerald Ash Borer damage. Tree in decline. Tree has no target
present. However, use of the area adjacent to the tree may cause a minimal risk.
Recommendation to remove and replant with nursery stock tree material.
C. 12" Dogwood (Cornus florida)
a. Condition — Poor. Significant mower damage has resulted to place the tree in decline.
D. 14" River Birch (Betula nigra)
a. Condition — Fair. — Shoreline stabilization will damage root structure and impact
stability. Given the proximity of the dock (Target), risk will be imminent.
E. 10" River Birch (Betula nigra)
a. Condition — Fair. — Shoreline stabilization will damage root structure and impact
stability. Given the proximity of the dock (Target), risk will be imminent.

Site Conditions:
The site is located on Lake Norman and trees are between the house and the lake. See Exhibit A.
Inspection / Evaluation Conducted:
A Level (1) assessment was conducted on the tree listed above. It is possible once the site is developed,
the tree may pose a risk to persons or property according to the most recent methodology approved by
the International Society of Arboriculture. The level (1) assessment is a broad, ground -level, non-
invasive assessment of the tree and site conditions, analyzing potential targets and the tree closely for
visible defects. The tree assessment may not detect or anticipate every condition or event that could
possibly lead to the structural failure of the tree or that the tree will be safe and healthy under all
circumstances. No large tree can be guaranteed safe since trees are living, dynamic organisms that are
constantly affected by the outside influence of site changes, weather, pests, decay and mechanical
damage. The risk assessment should be considered valid at the time the tree was assessed and consider
the conditions of the site at the time and normal weather conditions for the area.
Many trees contain defects that are internal and cannot be seen or are hidden from a ground level view.
No exploratory investigation nor aerial inspection was conducted as part of this assessment.
This report may include some options for mitigating risk, not eliminating risk. All management
recommendations are based on and should follow the industry standard ANSI A300 and Best
Management Practices published by the International Society of Arboriculture. The decision to exercise
these options (maintenance, ongoing inspections, prohibiting access around the tree and removal) is the
owners. The only way to eliminate all risk is to remove the tree entirely. Retaining and managing
mature trees are often desirable when the risks involved are acceptable. Any decision to mitigate risk
should consider the benefits provided by the tree, cost involved to maintain the tree and the degree of
risk you are willing to accept.
Management:
Continual monitoring, primarily for safety concerns, is essential and the tree owners shall be vigilant to
maintain a "duty of care" until any concerning tree(s) is removed. After significant wind loading, it is
recommended a visual observation be performed.
Summary:
It is my understanding the intent of this assessment is to consider tree removal within the lake buffer,
adjacent to the shore stabilization and dock installation. The two ash trees simply need to be removed
as the proximity of the trees to the lawn area create a risk. The other trees will simply be impacted by
construction.
