PROJECT NARRATIVE
Delta Drive Industrial Site is a 68-acre industrial site consisting of the construction of the Delta Drive Industrial
building. This project is located within Gaston County, NC. Wastewater from the industrial building will be collected
by new 8-inch gravity sewer lines and transported to the new pump station to be located on the Delta Drive Industrial
Site. Sewage collected at the new pump station will be pumped through a new force main to an existing gravity system
on Delta Drive that flows directly to the existing Delta Park Pump Station, which pumps directly to the Crowders Creek
Wastewater Treatment Plant. Wastewater treatment will be handled by Two Rivers Utilities.

RE: Delta Drive Industrial Site
Gaston County, NC
Thomas & Hutton is pleased to provide the Fast Track Application package documents
for the Delta Drive Industrial Site Pump Station located in Gaston County. The Delta Drive
Industrial site will generate approximately 30,500 GPD of wastewater.
We are proposing to construct a pump station with a 3-inch force main to pump the
wastewater from the Delta Drive Industrial Site to the existing 8-inch gravity sewer main on Delta
Drive. The gravity sewer main flows to the Delta Drive Pump Station and then ultimately to Long
Creek Wastewater Treatment Plant.
Construction for this work is scheduled within the timeframe of July 2022.

Subject: Availability of Water and Sewer Service — Proposed Development on Delta Drive
Dear Mr. Kiker:
The proposed development on Delta Drive located between Delta Drive and 1-85 is partially within
the city limits of the City of Gastonia. The property is within the Two Rivers Utilities service area.
The project will include an office/warehouse building with an estimated flow of approximately
30,500 GPD. The development can be served with water and sewer by Two Rivers Utilities. Water
and sewer extensions may be required to serve the proposed development. There is an existing 8
water line in Delta Drive and an 8" sewer line in Delta Drive as shown on the attached map that
can serve the property. The development will be served through the Delta Park Pump Station with
a capacity of 350 GPM. Extensions can be made from these lines by the developer to serve the
proposed project. In making said extensions the developer will be required to comply with all City
of Gastonia policies, rules, regulations and ordinances regarding water and sewer extensions. The
water and sewer extensions to serve the property would be included in the development plans,
permitted by the City of Gastonia, and constructed to city standards by the developer.
As of the date of this letter Two Rivers Utilities has the capacity in the existing water and sewer
systems and capacity at our Water Treatment Plant and Long Creek Wastewater Treatment Plant
for domestic water and sewer service for this project. There may be additional improvements
required for the fire protection system of the proposed building depending on the use and fire
sprinkler system design selected. Two Rivers Utilities is willing to provide water and sewer to the
proposed Delta Drive subject to the contingencies below.
This willingness to serve is contingent upon the project complying with all City of Gastonia, local
and state policies, rules, regulations, ordinances and laws including, but not limited to, City of
Gastonia policies requiring voluntary annexation of any portion of the property outside the city
limits of the City of Gastonia. This willingness to serve and the availability of capacity is also
contingent on the customer being under construction within twelve (12) months from the date of
this letter.

I Michael W. Bynum certify to the best of my knowledge that the addition of
the volume of wastewater to be permitted in this project has been evaluated along the route to the

cause any capacity related sanitary sewer overflows or overburden any downstream pump station
en route to the receiving treatment plant under normal circumstances, given the implementation of
the planned improvements identified in the planning assessment where applicable. This analysis
has been performed in accordance with local established policies and procedures using the best
available data. This certification applies to those items listed above in Sections I and II plus all
attached planning assessment addendums for which I am the responsible party. Signature of this
