SUMMARY OF HISTORIC ARCHITECTURE AND LANDSCAPES REVIEW DESCRIPTION OF REVIEW ACTIVITIES,RESULTS,AND CONCLUSIONS:HPOWeb reviewed on 8 December 2016 and yielded no NR, SL, SS, LD, or DE properties in the Area of Potential Effects (APE). Stokes County current GIS mapping, aerial photography, and tax information indicated a partly developed and partly wooded APE with residential and commercial resources dating from the 1920s-2010s (viewed 8 December 2016). Pre-1970 resources are unexceptional, often altered examples of their types. Bridge No. 4 on US 311 over Town Fork Creek, built in 1988, is not eligible for the National Register (NR) as it is neither technologically nor aesthetically significant. Please note that just outside the APE (on Church Street off US 311) is a cemetery, also not NR-eligible, associated with the Stokesburg United Methodist Church (PIN: 6962-24-8790). Google Maps"Street View"confirmed the absence of critical architectural and landscape resources in the APE (viewed 8 December 2016). Addition of improvements to Plant Street related to the off-site detour necessitated this update. HPOWeb reviewed on 18 April 2017 and yielded one SL and no NR, SS, LD, or DE properties in the added APE. Stokes County current GIS mapping, aerial photography, and tax information indicated a developed APE dominated by commercial resources dating to the 1980s-2010s (viewed 18 April 2017). Several resources at the eastern and western ends of the APE date to the first half of the twentieth century and are unexceptional and altered examples of their types. While the APE abuts the SW corner of the study- listed Harry Sanders House property (SK0087) at #637 Stokesburg Road (PIN: 6962-33-2966), the project will not impact any contributing structural or landscape elements. Google Maps"Street View" confirms the presence, relative locations, and character of architectural resources in the APE (18 April 2017). No architectural survey is required for the project as currently defined. WHY THE AVAILABLE INFORMATION PROVIDES A RELIABLE BASIS FOR REASONABLY PREDICTING THAT THERE ARE NO UNIDENTIFIED SIGNIFICANT HISTORIC ARCHITECTURAL OR LANDSCAPE RESOURCES IN THE PROJECT AREA: APE conforms to the project study area; the added APE extends along Plant Street (E-W) to the east side of S. Main Street and to a point approximately 340 feet west of Stokesburg Road and 200 feet to either side (N-S) of the centerline (see attached maps). The comprehensive county architectural survey (1988-9) and later investigations recorded no properties in the APE apart from the study-listed property noted above. County GIS/tax materials and other visuals support the absence of significant architectural and landscape resources in the APE and most of the added APE, as well as the location of the Harry Sanders House beyond likely project impact. No National Register-listed properties are located within the APE. Should the design or funding of the project change, please notify NCDOT Historic Architecture as additional review may be necessary.
