Subject: Modification of Major CAMA/Dredge and Fill permit no. 14-20, NC 615, Knotts Island, Currituck County
Gentlemen:
There is an area of shoulder that has eroded leaving less than 2’ for a driver to correct or plunge into Back Bay on NC
615, Marsh Causeway, on the Mackey Island National Wildlife Refuge in Currituck County.. The site is in a curve making
the eroded condition of this shoulder more hazardous to drivers. This area is currently authorized for shoreline
stabilization utilizing a marsh toe revetment. Since the original design of this project this area has eroded, and the
remaining marsh is growing on shoulder material deposited on the shoreline that has created a shelf for the marsh to
grow on. I have attached a couple of pictures to assist in your understanding of the situation. The site is on the east end
of sheet 5 of the original permit drawings (station no. 37 + 20), attached is a modified version showing the location. The
further east you move down this shoreline the marsh flares out wider helping to buffer wave action and is protecting the
road shoulder. The authorized marsh toe revetment in this area was not funded in the contract work completed this
winter. This area is like the narrow fringe of marsh located at station 18 +00 where 380 ft² was permanent fill impacts
were authorized by the original permit. This work will be completed by maintenance staff as well this summer, as the
marsh has severely eroded undermining the paved shoulder.
With this email, NCDOT is requesting modification of Major CAMA/Dredge and Fill permit no. 14-20 to alter the project
design in this location (station no. 37 + 20) for 40 linear feet to allow the riprap alignment and backfill to
reconstruct/repair the road shoulder. The design modification will impact 160 ft² of the fringing wetland vegetated with
Scirpus robustus, Phragmites sp. and Spartina cynosuroides. NCDOT County Maintenance staff will undertake this
work. Once more funding becomes available, the remaining areas of the project will be completed. I have attached a
modified sheet 5 and sheet3A cross section “B” from the original application plats detailing the modification request. I
also attached the SUP from Mike Hoff which is still active. Mike, if there is anything else you need from me concerning

the SUP please let me know. DCM will be looking for confirmation from you concerning the refuge’s position on this
modification request.
If a permit modification fee is required, please charge the fee to WBS No. 1.1027111. if anyone of you have any
questions or need further information, please let me know. Thanks for your time processing and responding to this
