You may consider this transmission as official approval to remove temporary work bridge piles
via vibratory/diver cutting operations as proposed during the Sturgeon moratorium on project
B-5619-Bridges # 52 and #152 over the Neuse River Overflow on SR – 1389 Lenoir County.
All the original permit conditions remain in place as will all the PDC conditions that are
applicable to the intended work.

Subject: B-5619 Request to remove piles during moratorium
To Whom it may concern,
The North Carolina Department of Transportation is requesting to remove piles during the moratorium. The contractor
(English) for project B-5619 Bridges # 52 and #152 over the Neuse River Overflow on SR – 1389 Lenoir county has
requested this. (Refer to April 18th, 2021 letter request attached). This letter describes the procedure and numbers of
piles to be removed. There are a couple of sub-issues at play. One is the request to remove the piles via vibratory
methods. The second is the question as to whether have a diver cutting off piles underwater would be considered “in-
water work” and the subsequent question as to that operation’s availability during the moratorium. The contractor has
been following all the general PDC’s for this project and will continue to follow the PDC’s during the pile removal activity
including the use of turbidity curtains during piling removal and noise abatement procedures. Should you have any
