Dear Mr. Thompson:
In accordance with the State of North Carolina's Rule 15A NCAC 02B.0250- Randleman Lake
Water Suply Watershed, Protection and Maintenance of Riparian Areas, any applicant that
intends to disturb Zone 1 and Zone 2 of the stream buffer must show that there is "No Practical
Alternative" than to impact the stream buffer. The applicant submitted a "No Practical Alternative
Request" on June 20, 2014 stating that the stream buffer disturbances in Zone 1 and Zone 2 were
necessary for the construction of stream crossings to access the site, for a sanitary sewer crossing and for
the biocell outlets for the 7 stormwater controls and energy dissipaters for the site.
The City of Greensboro determined that the permanent impact of 22,544 square feet in Zone 1 and 13,980
square feet in Zone 2 of the Randleman Watersupply Watershed stream buffer were necessary for the
installation of two new access roads (Light Horse Lane, General Authors Lane), the upgrade of Ruffin
Road, a sanitary sewer connection for the site, energy dissipators and the permanently lined channels
from the exit pipes at the biocell to the receiving stream. In addition, the applicant should secure any
other required federal, state, and local certifications before the project proceeds.

This approval is valid only for the purpose and design that was described in the application. If any
modifications are made to the project a written notification describing the changes, must be submitted to
the City of Greensboro Water Resources Department, Engineering Division (Stormwater Engineering
Section). If the property is sold, the new owner must be given a copy of the certification and approval
letter and is thereby responsible for complying with all conditions. In addition, the applicant should
secure any other required federal, state, and local certifications before the project proceeds.
This letter completes the review of The City of Greensboro, Water Resources Department,
Engineering Division (Stormwater Engineering Section) under the Determination of No Practical
