Craven County
Division of Water Resources' Central and Regional staff has reviewed the application package
received December 9, 2021. However, additional information is required before the review may be
completed. Please address the items on the attached pages no later than the close of business on April 4,
2022.
Please be aware that you are responsible for meeting all requirements set forth in North Carolina
rules and regulations. Any oversights that occurred in the review of the subject application package are
still the Applicant's responsibility. In addition, any omissions made in responding to the outstanding items
in Sections A through C, or failure to provide the additional information on or before the above requested
date may result in your application being returned as incomplete.
Please reference the subject application number when providing the requested information. All
revised and/or additional documentation shall be signed, sealed and dated (where needed), with two paper
copies and one electronic copy submitted to my attention at the address below.

A. Reclaimed Water System — Renewal Form (FORM: RWS-R 02-21):
1. The provided renewal form provided was the Non -Discharge System Renewal form (FORM:
NDSR 01-20). There is a new renewal form that is more specific to reclaimed water system, the
RWS-R 02-21, which includes additional sections that are not included in the NDSR form. The
attached RWS-R shall be completed for this renewal.
B. Property Ownership Documentation:
1. This project includes wastewater collection system covered under the 15A NCAC 02T .0300 rules,
including septic tank effluent pump units (STEP) units, force main, and booster stations and other
appurtenances. Please provide the deeds, easements, and encroachment agreements necessary for
installation, operation, and maintenance of these systems in accordance with 15A NCAC 02T
.0305(c).
2. This project also includes reclaimed water distribution lines to connect the treatment plant to both
the Creekside Park and Reedy Branch Irrigation facilities. In accordance with 15A NCAC 02T
.0116(c), all deeds, easements and encroachment agreements necessary for installation, operation
and maintenance of the system shall be provided. Please provide any necessary utility easements
needed for the operations and maintenance of these facilities on land not owned by the Permittee.
3. In Item V.2. of the NDSR 01-20, you checked that reclaimed water is utilized on property not
controlled by the generator, referring to the Creekside Park irrigation facilities located on property
owned by Craven County. However, the second part of Item V.2. states that a lease, easement, or
agreement must be provided allowing for the utilization of reclaimed water on the property as
required by 15A NCAC 02U .0501(a)(6).
In accordance with this rule, 15A NCAC 02L .0107(f), well as Condition IL12. of the previous
permit, if the permittee is not the owner of the land within the compliance boundary, the
landowner of the land within the compliance boundary shall execute and file in the Register
of Deeds in the county in which the land is located, an easement running with the land
which:
a. contains:
i. either a notice of the permit, including the permit number, a description of the
type of permit, and the name, address and telephone number of the permitting
agency; or
ii. a reference to a notice of the permit with book and page number of its
recordation if such notice is required to be filed by statute;
b. prohibits the construction and operation of water supply wells within the
compliance boundary; and
c. reserves the right to the permittee and the State to enter on such property within the
compliance boundary for groundwater monitoring and remediation purposes.
An easement shall be provided between Craven County and the Permittee meeting these
requirements. This easement shall be executed and filed in the Craven County Register of Deeds.

C. Site Map:
1. See Item B.1. Please provide a map of the collection system showing the location of the force main
and booster stations and their relation to property lines and right of ways.
2. See Item B.2. Please provide a map of the distribution line showing the location of the distribution
line and its relationship to the property lines and right of ways.
3. The coordinates for some of the open atmosphere treatment units appear to be incorrect in our
system. Please provide a map of the treatment plant which labels the open atmosphere reclaimed
water treatment and storage units. This shall include:
a. The 1.6 million gallon (MG) aerated equalization basin;
b. The 5-day upset pond;
c. The 260,000-gallon steel reclaimed water storage tank; and
d. The 45-day reclaimed water storage lagoon and effluent chlorination facilities.
