Office FROM: Grady Dobson, Environmental Engineer Fayetteville Regional Office - SUBJECT: Site Review Permit Amendment - Town of Holly Spririgs'(WWT Plant Residuals) Permit No.'WQ0019098 Harnett County Sites Harnett County On Tuesday; August 27, 2002, the land application residuals site's for the Town of Holly Springs were visited by Art Barnhardt, ,Groundwater, Fayetteville Regional Office; Vincent Lewis, Soil Scientist, Division of Soil Water, Wilmington Regional Office; and myself We observed three (3) sites in:Harnett County. The site ID numbers were as follows: (1) NC-HA-11. (2) NC-HA-008 (3) NC-HA-3 All and owners, managers are described in the application package. Site NC-HA-11 consisted of 10 sites for a total of 101.80 applicable acres. See the attached ownership and site management for this site. Fields 6;7,10,11 & 12 are transfer sites from the Town of Apex's land application program (WQ001060). The Apex Permit wouldneed to be modified to,{reflect these changes. Site ,NC-HA-3 consisted of two (2) sites fora total of 16.41 applicable -acres. This site is currently inthe Holly Springs Permit. SiteNC-HA-008 consisted of four (4) sites for a total of 59.44 applicable acres. This site was formerly in the Swift_Textiles residuals Permit (WQ0006298). This Permit has now been rescinded and can be included in'this Permit amendment without modification of another Residuals Permit. • - The. soil types encountered were of the Cecil, Blaney, Dotham loamey sand, Wagram, and Fuquay soil series. -Mr. Lewis' auger borings indicated seasonal high water tables of greater than 48 inches making all sites in this Permit amendment suitable for year round application. MEMO Page 2 September 4, 2002 It is the recommendation of this Fayetteville Regional Office that the subject sites included in the most recent Town of Holly Springs' residuals amendment package be approved for use in this program. Water tables were greater than 48 inches. The sites are suitable for year round disposal. Vincent Lewis <Vincent.Lewis@ncmail.net> 1 ofl 8/30/20023:13 PM Harold Dixon for the Town of Holly Springs Harold Dixon's land (NC-HA-8) is located on the east and west sides of Coats, North Carolina. Fields 6 and .7 are 2 miles west of Coats off of Highway 27 and following Old Stage Road. Fields 8 and 9 are 2.4 miles east of Coats directly•adjacent to Highway 27. Field 8 is located on the north side of Highway 27 and field 9 is located on the south side of Highway 27. The fields total 74.99 acres, 59.44 net acres are applicable after buffers are applie.ci--Fields 6 and 7 are used for Sudex hay production purposes while fields 8 and 9 are 'used for coastal bermuda hay purposes. The coastal bermuda is overseeded with rye during the fall for additonal'hay production. All the fields have a collective slope of 0-6%. The predominate soil series in fields 6 and 7 is Blaney while Norfolk was the predominate soil series in fields 8 and 9. These sites are transfer sites from the Swift Textile land application program. • Ralph Johnson for the Town • of Holly Springs Ralph Johnson's land (NC-HA-3) is located 6.5 miles northeast of Lillington on Cokesbury Road. These are the 2 fields permittedl for land application remaining in the Holly Springs land application program. The two fields total of 31.3 acres; 16.4 acres are appliCable after buffers are applied. Field 1 is used for fescue hay production while field 2 is used in a corn; soybeans_and small grain crop rotation. • Field 1 has a slope of 0-6% while field 2 has a slope of 0-8%. Cecil is the predominate soil series in field 1 and Enon is the predominate soil series in field 2. These sites are currently permitted for the Town of Holly Springs. • Ronald Hall for the Town of Holly Springs Ronald Hall rented land (NC-HA-11) is located 5 miles north of Lillington along Highway 401. Fields 1-5 are owned by A.D. Overby, fields 6,7,10,11 are . ovied by Sue Sears and Ronald Hall owns field 12. Fields 8,9,13,14 have -been dropped from the landapplication program. The A.D. Overby property (fields 1-5) are located west of Highway 401 along Revels Road. Sue Sears and Ronald Hall's property are located east of Highway 401 along Andrews Road. The fields total 137.70 acres, 101.8 acres are applicable after buffer are applied. All of the fields are in row crop production, the three crops grown are soybeans, small grain, and flue 6ured tobacco. The flue cured tobacco is grown on a three year rotation. The fields have a collective slope of 0-6%. Fuquay is the predominate soil series in fields 1 through 5 while Dothan is the predominate soil series in fields 6,7,10,11 and 12. These sites. are transfer sites from the Apex land application program. i
