Hello,

As discussed during the HB-0001 meeting today, I am provided information about the CAMA Land Use Plans
for Tyrrell County and Dare County.

Once a CAMA Land Use Plan is certified by the Coastal Resources Commission, DCM uses the plan in making
CAMA permit decisions and federal consistency determinations. Proposed projects and activities must be
consistent with the policies of a local land use plan, or DCM cannot permit a project to go forward.

For the HB-0001 project, the applicable plans are the 2009 Dare County Land Use Plan Update certified by the
CRC on February 24, 2011 and the Tyrrell County/Town of Columbia Joint Land Use Plan certified by the CRC
on March 25, 2010.

Policies statements are located on Pages 96 through 123 in the Tyrrell County/Columbia LUP.
The Tyrrell policy related to wetland mitigation is P.100 on Page 121. See also associated implementation
action I.79 on Page 124.

Policy statements are located on Pages 142 through 204 in the Dare County LUP.
Discussion, not policy, concerning wetland mitigation and DOT projects is located on Page 191. WQ#9 is
specific to wetland mitigation.
