As long as you are not removing standing pine trees >8" dbh, then the USFWS has no concerns. If pine trees
>8" dbh are being removed, then we might have to talk about RCWs.

Gentlemen:
NCDOT maintenance forces have been asked to clear and snag to remove obstructions to flow in the drainage/ borrow
canal adjacent SR 1225, Pledger Harbor road, in the Goat Neck community east of Columbia in Tyrrell County. The
purpose of this email is to confirm with the regulatory agencies that “no permits are required” and to allow other non-
regulatory review agencies input to this proposed drainage maintenance project. I reviewed the site with maintenance
staff on Friday to get an understanding of the work to be undertaken. Based on this review I have identified/divided the

canal in three zones, 1-3, to describe the clear and snag work. I have attached a map of each zone utilizing the latest
orthoimagery.
Zone 1 is from the confluence of the canal with the Albemarle Sound to the first culverted road crossing with a Beamon
style tide gate. There is little to no alligator weed in this area. Obstructions to flow are mainly fallen trees and an old
footbridge across the canal. There are ± three spots with fallen trees. These trees will be cut loose from the stump with
a chain saw and pulled from the canal. Saplings growing on the edge of the bank will be cut for equipment access from
the maintained grassed shoulder. The snags will be placed in a dump truck operating on the pavement then hauled to
an upland disposal site owned by DOT. Trees with orange boundary line paint will be avoided when accessing trees
fallen into the canal. Shoaling at the mouth of the canal is not a problem currently.
Zone 2 is located upstream of the second culverted road crossing and downstream of the third culverted road
crossing. Obstructions to flow are mainly a result of alligator weed. There are sporadic thin stands of saplings (black
gum and red maple) that will be cut down to a height of 3’ to allow an excavator swing room while working from the
maintained grassed shoulder with a perforated cleanout bucket and opposing hydraulic thumb to lift the floating
alligator weed for placement in a dump truck operating from the pavement. The alligator weed is very dense in this
area.
Zone 3 is from the third culverted road crossing upstream to the intersection of SR 1223 and SR 1225. This area has a
consistent thin stand of saplings growing along the top of bank. Obstructions to flow is largely due to alligator weed
which is very dense in this area with complete coverage bank to bank. The saplings will be cut with a chain saw to a
height of 3’ to allow the excavator swing room while placing the alligator weed into the adjacent dump truck. The cut
saplings and alligator weed will be trucked to an upland disposal area owned by DOT.
