The two reviewing agencies found that the restoration plan and plat map were incomplete and that the following concerns needed to be addressed: 1). The plat map does NOT accurately depict the wetlands to be restored. The plat does not show all of the wetlands that were depicted as not being impacted in the original plan. These areas need to be considered unauthorized impacts if they are not restored and shown to remain as wetlands. The plat also shows the lift station, an authorized impact, as being restored to a wetland. 2). Please provide details as to how you are planning to re-establish the water table (hydrology) in the areas to be restored. 3). Please provide a monitoring plan to assure that the restoration of wetlands will be successful. The plan should provide monitoring of the site for at least five (5) years. It should also include what measures will be taken if wetland areas are not restored. DWQ and the LTSACE will need to make an inspection shortly to check if all of the wetlands not to be impacted have been correctly surveyed and fenced off per the condition of the 401 certification. Please make sure that this has been addressed. 5). If additional wetlands must be unavoidably impacted, please contact Joanne Steenhuis with DWQ and Thomas Farrell with the USACE to arrange a meeting to discuss the permit review process for potential additional impacts and additional mitigation that would be required 6). Please provide a recorded copy of the conservation/preservation easement for the wetlands as indicated in the 401 certification issued by DWQ.
