Director NORTH CAROLINA Environmental Quality June 23, 2022 City of Wilson Stormwater Manager Attn: Noah Parsons (via electronic mail: nnarsons0wilsonnc.org ) Re: Nutrient Offset Banking Instrument Approval Dear Sir, On June 5, 2020, the Division of Water Resources (DWR) issued an approval letter for the Stormwater Management Plan received for the Whirligig Station Sand Filter System (Sand Filter). The Sand Filter was proposed as a nutrient reduction project and met the nutrient offset credit approval standard outlined in 15A NCAC 02B .0703 (c) of the Nutrient Offset Credit Trading rule. On July 31, 2020, the City of Wilson Stormwater Division (Bank Sponsor) submitted the Whirligig Station Nutrient Offset Banking Instrument (NOBI) requesting DWR review and approval for the Sand Filter to be a nutrient offset credit bank per 15A NCAC 02B .0703 (e). DWR reviewed the NOBI document and provided comments and recommendations. DWR received a revised NOBI that addressed all comments and recommendations. DWR received public comments on the NOBI from the NCERA, Greene Environmental Services, LLC and Restoration Systems, LLC. DWR staff reviewed all the public comments that were received and submitted the NOBI and comments to the Director of DWR. Effective June 20, 2022, the NOBI was signed by the Director of DWR along with the Operation & Maintenance Agreement in Attachment A of the NOBI.
