PROJECT SUMMARY: The applicant proposes to continue the development of a 21 lot, residential subdivision. T.P., Inc. / Oneanaire Subdivision Page Two 9. PROJECT DESCRIPTION: The project site is an 6.56 acre tract of land located on NC Highway 50 (South Shore Drive), within the Town of Surf City. The property is located adjacent to Topsail Sound and the Atlantic Ocean and lies just north of the Sandy Ridge Subdivision. The property is located approximately 1.8 miles south of the Surf City stop light. The tract is a narrow piece of property, measuring approximately 100 feet wide by approximately 2,800 feet deep. The project area also includes a portion of an easement containing approximately half of the 45 foot right-of-way of the proposed Oceanaire Lane. The other half of this easement is located on property owned by Louis and Mary Muery. The applicant has attached to the application package a recorded right-of--way agreement with the adjacent property owners for the proposed entrance road. The development tract includes two lots located on the ocean side of NC Highway 50 (Lots land 2) which aze already developed. Lots 3 and 4, which aze located on the landwazd side of and adjacent to NC Highway are also already developed. Single family residential dwellings were authorized on these four lots under the CAMA Minor Permit process. The development of the remaining lots in the subdivision, as well as the entrance road would require State sewer and water extensions permits, as well as a Sedimentation and Erosion Control Plan from the Division of Land Resources, hence the applicant was required to apply for a CAMA Major Development Permit for the remainder of the project. Since the development of the ocean side lots were authorized under CAMA Minor Permits, this report will be limited to project and site descriptions on the sound side of NC Highway 50. Entering the property from NC Highway 50 on the northeastern corner of the tract, there is an existing gravel and dirt entrance road which extends down the eastern side of the property for approximately 800 feet. The elevation of NC Highway 50 adjacent to the project is approximately l lfeet above mean sea level (MSL). As you travel northwest from the Highway, the property rises sharply to an elevation averaging approximately 18 feet above MSL. The crest of this dune feature lies between 160 feet and 180 feet from the highway right-of--way and extends the entire width of the property. This dune is located in a Flood "Zone X" on the Federal Flood Insurance Rate Maps. No flood elevation is given for "Zone X ". Dunes of this height in the adjacent "AE" Flood Zones would not be considered Primary Dunes. This area of the property is vegetated with typical mazitime scrub thicket species, including: Live Oak (Quercus virginiana), Yaupon Holly (Ilex vomitoria), Red Bay (Persea borbonia), and Southern Waxmyrtle (Myrica cerifera). The entire property has been bush hogged. Moving again northwest toward Topsail Sound, the property drops sharply to an elevation averaging approximately 4 feet above MSL. The majority of this area has been delineated as Section 404 Wetlands by the US Army Corps of Engineers. This area is vegetated with a more diverse mixture of species consisting primarily of Yaupon Holly, Red Bay, Dog Fennel (Eupatorium capillifolium), Knotweed (Polygonum punctatum), Catbrier (Smilax bona-nox), Muscadine (Vitus rotundifolia), Red Cedar (Juniperus virginiana), and American Holly (Ilex opaca). A good portion of the existing gravel road is located within these 404 azeas. At approximately 1,000 feet into the property, the vegetation transitions to mixed 404/high marsh species consisting primarily of Salt Meadow Grass (Spartina patens) and Sea-myrtle (Baccharis halimifolia) in band approximately 20 feet wide. Waterwazd of this area is an area approximately 40-60 feet in width consisting primarily of Spike Grass (Distichlis spicata) intermixed with Live Oak hummocks. Beyond this area is a monotypic stand of Black Needle-rush (Juncus roemerianus) for more than 100 feet before finally reaching an area of mixed high and low marsh species. The long term average annual erosion rate for this area of Surf City is 2 feet/year. The 100 year storm recession line for this area is 135', creating a total Ocean Erodible Area AEC of 255'. The portion of the property oceanwazd of the highway right-of--way and a small portion of the property just on the landward side of the highway are also in the High Hazazd Flood Area AEC. The waters of Topsail aze classified "SA" by the Division of Water Quality. The waters of the Atlantic Ocean are classified "SB". The azea is not designated as a Primary Nursery Area by the Division of Marine Fisheries and is open to the taking of shellfish. T.P., Inc. / Oceanaire Subdivision Page Three The applicant is proposing to continue the development of a 21 lot, residential subdivision known as Oceanaire. Development would include the initial grading and filling of approximately 1.28 acres of the tract for road construction, utility installation and lot grading. This grading and filling would include approximately 8,733 sq. ft. of Section 404 Wetlands for house and driveway construction. Individual lots will have a minimum lot size of 5,000 sq. ft., at a density of 2.96 units/acre. Access to the lots will be provided by a single private road (Oceanaire Lane) entering from NC Highway 50. Oceanaire Lane would terminate in a cul-de-sac approximately 1,000 feet into the property. The road would have a 45 foot right-of--way and a 20 foot pavement surface. All of the remaining 171ots would be located on the western side of the road. The subdivision's sanitary sewer system and drinking water supply would be connected to the existing Surf City Municipal Sewer System and Surf City Water System, respectively. Water and sewer lines would be run within the 45' road right-of--way on opposite sides of the street. 10. ANTICIPATED IMPACTS The construction of the proposed roadways, utilities and lot clearing would disturb approximately 1.28 acres. This area includes approximately 8,733 sq. ft. of Section 404 Wetlands which would be disturbed for individual lot development. It should be noted that the applicant did not include wetland impacts associated with the existing gravel drive and the proposed entrance road in these calculations. Inspection of aerial photography indicates that the existing gravel road was constructed sometime after October of 2000. No development is proposed within the 75' Estuarine Shoreline AEC or within Coastal Wetlands. The applicant indicates that a State Stormwater Permit application, as well as Sedimentation and Erosion Control Plan were submitted on 01/11/02.
